Budget Year Minus 1 - FACOPS Bid Structure - Fees Bids for Annual Fees & Levies

The Annual Fees & Levies category includes those activities that must be performed as a result of an external commitment between Defence and other organisation(s).

Outcome:
Annual Fees & Levies projects are created in DEMS with the FACOPS Bid amount in the appropriate financial year and with "Submit for Bid" checkbox set to on.

Activity Considerations

1) Create new Annual Fees & Levies projects as required and enter in the appropriate project information.

Contractual Commitment projects may include the following types of external fee requirements:

  • Arrangements with Local Councils for road works;
  • Arrangements with organisations with whom Defence is sharing a facility, such as airfields;
  • All other works are to be bid as Risk Managed Works.

This excludes the contractual commitments with the CMS as they are reported under CMS Management Fees.

Only one project per contract per Region is required for each of the different types of Annual Fees & Levies

Do not re-bid projects that have been previously approved.


2)  Add financial allocation line(s) for the FACOPS Bid year.  All projects in this category are to be single year bids.
3) Enter the bid amount into the “Bid” field.

4) Prepare for consideration at the Regional Facilities Conference (RFC) by setting “Submit for Bid” checkbox to on

Determination of the FACOPS Bid amount should take into account the following factors:

  • comparable costs from previous years.
Multiple financial allocation lines can be used to apportion fee amounts across the Region using different Cost Centres.
