Budget Year Minus 1 - Estate Maintenance Bid Structure - Fees Bids

The CMC/CMS Management Fees category must include all projects that define the Management Fees paid to the CMC/CMS provider for the management activities undertaken by the CMC/CMS in the implementation of estate maintenance activities.  

Outcome:
CMC/CMS Management Fees projects are created in DEMS with the Estate Maintenance Bid amount in the appropriate financial year and with “Submit for Bid” checkbox in DEMS set to on.

Activity Considerations

1) Create new CMC/CMS Management Fees projects as required (eg those associated with the new CMC/CMS contracts) and enter in the appropriate project information.

CMC/CMS Management Fees may include the following fee types:

  • Management Fees for Estate Facility Maintenance and Fixed Plant and Equipment Maintenance activities;
  • Call Centre Fees (CMS only);
  • Expert Facilities Advice (CMS only); and
  • Engineering Operation (CMS only).

Only one project per region is required for each of the different types of CMC/CMS Management Fees.

All projects in this category are to be single year bids.

In DEMS, CMC/CMS Management Fees projects should be entered with the following identifying information:

  • A Product Type of CMS;
  • A Project Type of CMC/CMS Management Fees; and
  • A Cost Element (Account Code) of 21537 CMC Fees.

CMC/CMS Management Fees Project Naming Convention
The following project titles (only) are to be used for CMC/CMS Management Fees bid projects:

For CMC Contracts:

  • CMC Management Fees

For CMS Contracts:

  • CMS Management Fees
  • Call Centre Fees
  • Expert Facilities Advice
  • Engineering Operations

Determination of the Estate Maintenance Bid amount should take into account the following factors:

  • the requirements of the extant contract;
  • expected volume of works; and
  • Comparable fees from previous years.
Multiple financial allocation lines for the same financial year can be used to apportion Management Fees across the Region using different Cost Centres in DEMS.
2) Add financial allocation line(s) for the Estate Maintenance Bid year;
3) Enter the CMC/CMS Management Fees amount into the “Bid” field; and
4) Prepare for consideration at the Regional Facilities Conference (RFC) by setting “Submit for Bid” checkbox to on.
