Budget Year Minus 1 - Base Facilities Conference

DS Base and Regional staff meet with Managers of Base Services and Base customer representatives to review base projects and base priority allocations applicable to the Defence base. This is referred to as the Base Facilities Conference (BFC). A BFC is convened each year, typically in August, and is Chaired by the Manager Base Services. Outcome: Base Priority is applied to Minor New Works projects ONLY. Base Priority is agreed with Base customers and allocated to each project at the BFC. The IA Maintenance Plan that details the 3 year program is confirmed. |

The BFC should be chaired by the Manager Base Services, attended by senior Base customers and relevant Base and Regional Planning staff. The BFC assumes that sponsors and/or base representatives have the appropriate approval and sign-off delegation for project amendments for which they are the sponsor (for changes to Estate Risk Assessments etc). If a project is not represented by a sponsor and/or base representative at the BFC and project amendments are proposed, these amendments must be forwarded through to the sponsors and/or base representative for re-authorisation.

Minor New Works bids DEMS supports this with the Allocate Base Priority screen in Regional Projects module. Projects appear on this screen, when the “property” in the financial allocation section of the project record matches the base filter chosen on the screen. |
The Manager of Base Services, in conjunction with senior Base customers, is the authority for allocation of Base Priority for Minor New Works projects. The Base Priority is additional to the Risk Based Priority determined in the Estate Risk Assessment. Each Base Priority is to be agreed and endorsed at the BFC. When there are multiple properties in the financial allocation lines for the same bid year, the project is deemed to be a regional project and does not appear on the base listing. In cases where the project relates to a base service area, the property identified in the financial allocation lines can be set to a locally defined “property” that represents the base service area. |
