Budget Year Minus 1 - Project Scoping

Project scoping is a term used to describe a document that can be:

  • an initial brief to procure detailed designs or investigations followed by a second stage tender for construction; or
  • can be a detailed scope of works and or specification to be used for immediate procurement.

The Project Scope is developed by the CMS Project Manager following completion of the Program Brief and Projects Delivery Plan.  It can be developed in parallel to the PFAS and PTP.  The Project Scope must be developed in consultation between the DSG Program Manager, the Customer, and the Base Services Staff. DSG Technical Authorities and External Agencies may also be requested to provide input as required.

Outcome:
Submission of a completed project-scoping document to DSG for approval.

Activity Considerations

1) On receipt of the Program Brief from DSG  and completion of the Delivery Plan CMS Project Manager can commence development of the Project Scope document.

Prior to commencing the Project Scoping activity, the CMS Project Manager ascertains that the work as originally documented in the Program Brief is still required.

2)  In a two stage delivery requiring design development, the CMS Project manager is to commence design on an approval of Scope document or via interim DSG approval from FACOPS fees budgets.

The design of the works to be delivered commences once the customer’s needs are identified. Authorisation to undertake design work is covered in the Program Letter of Direction (PLOD) and the commissioning of design works is the responsibility of the CMC/CMS Contractor.

There is to be no departure from the permitted design.  This is the subject of CMS Compliance Indicator 3202.

3) Site Selection is to be undertaken as needed.  
4) Disposal planning is to be undertaken as needed.  Further advice on disposal panning can be found in Demolition Guidance
5) Technical Authorities Advice is sought as needed to confirm Scope of works. The performance of environmental assessments is the subject of CMS Performance Indicator 3260.

6) The CMS Project Manager completes the Project Scope using either the Project Scoping Template or a standard specification document as needed.

The document is then attached to the project in DEMS.  (This document lives through the entire project delivery process).

Ensure all attached files are included ie – full specification, designs, Project Plan, Handover Plan, PFAS/PTP relating to the works, etc.

CMS Performance Indicators

The Pre-tender estimate provided in the Project Scope is the subject of CMS Performance Indicator 3251.

Performance of the environmental risk assessment as determined in the EMP is the subject of CMS Compliance Indicator 3208.

Note: Spatial data requirements to be clearly articulated in both the project scoping document and the Request for Tender Documentation.  This is the subject of CMS Compliance indicator 3205.

O&M Manuals and other DEMS information must be provided and this is the subject of CMS Compliance Indicator 3206.  Provision of this documentation affects Green Building certification and may also impact statutory requirements in particular OH&S.

7) CMS Project Manager updates DEMS Milestones and Phasings to match Project Scope. Achievement of project milestones is the subject of CMS Performance Indicator 3257 and dates can only be changed by agreement with the Contractor Administrator.

8) Completed Scope document is then:

  • Reviewed by Prime Customer Rep and approved; and
  • Approved by DSG for procurement.
CMS should conduct joint review workshop to assess scope and or designs prior to seeking approval from DSG.
