Budget Year Minus 1 - Delivery Plan Acceptance

The CMS's plans for delivery of the program are to be issued to DS in the form of a Projects Delivery Plan covering: Program schedule (Gantt chart and milestones in DEMS) DS accepts the program schedule Projects expenditure plans (phasings in DEMS). DS accepts the project phasings Procurement Plan (Projects Facility Acquisition Strategy and Projects Tender Plan) DS provides Procurement Approval by approving the PFAS and PTP. Outcome: DSG accepts CMS's plans for delivery of the program of planned works. This forms the baseline for delivery of the program and measurement of CMS performance in delivery of the program. DSG approves the PFAS Part B and PTP Part B to allow CMS to commence procurement of the Planned Works. This represents procurement approval under the Commonwealth Procurement Guidelines.
Activity	Considerations
Projects Schedule
1) CMS provides the program of works in the form of a Program Gantt chart.	Program Gantt (see template - optional) is provided for use by CMS. It shows milestones and phasings in the one presentation. Provision of the program information is the subject of CMS Compliance Indicator 3207.
2) CMS provides project schedules in the form of project milestones in DEMS.	Achievement of project milestones in DEMS is the subject of CMS Performance Indicator 3252 and 3257. It is therefore very important that the initial dates are planned with this in mind.
Projects Expenditure Plan
3) CMS provides project expenditure plans in the form of monthly phasings forecasts in DEMS for planned commitment and planned value of work.	As each project progresses, monthly updates of planned commitment, actual commitment, planned value of work and actual value of work are to be entered by the CMS and this is the subject of CMS Performance Indicator 3253.
DSG Acceptance DSG acceptance of the project schedule and project expenditure plan allows the CMS to continue planning the delivery of the program. As delivery of the program is contracted under the CMS Contract, DS need not approve the Project Schedule and the Projects Expenditure Plan, provided it broadly accords with the expectations previously discussed in the Program Brief.
