|
|
The Projects Delivery Plan is developed by the CMS in response to the Program Brief from DSG. The CMS Project Manager assesses the works and prepares in consultation with DSG a forward plan covering:
This is then used to determine the projects that can be delivered in the planned financial year and which will either be commenced but completed in an outer year or projects to be held over as pre-approved until the following year. Planned Works procurement is to be compliant with the CPG's and the DPPM and is the subject of CMS Compliance Indicator 3201. Outcome:Development of the Program Facilities Acquisition Strategy (PFAS ) and the Program Tender Plan (PTP) submitted to DSG for the Procurement Approval to commence procurement of Estate Maintenance Projects. |

1) CMS Project Manager to prepare PFAS Part B and PTP Part B for Estate Maintenance approved works. Aggregations of approved projects into “super projects” for purposes of delivery efficiency are to be shown on the PFAS Part B. |
PFAS Overview Flowchart contains a useful guide to CPG compliant procurement using the PFAS process. HNOD Minute: CMS use of Defence Panels |
| 2) CMS to prepare PFAS Part B Template for approval in conjunction with PFAS Part B submission. | |
| Program Tender Plan 3) Based on the determinations documented in the PFAS Part B, the same list is prepared for the Program Tender Plan (PTP) Part B. PTP Part B spreadsheet (PTP Part B Template) is to include information about the pool of membership for tender Evaluation Boards. Sample information is provided on the template. |
Given the dimensions of both PFAS Part B and PTP Part B spreadsheets, printing in A3 is recommended. |
| 4) The DEMS Project Milestones report, that identifies key planned milestone dates for the projects in the PTP reports is also to be provided. | |
| 5) Approvals for the PTP Part B, mirror those for the PFAS Part B. | |
