Budget Year Minus 2 - Preparing FACOPS Project Bids

New Works Projects
As the FACOPS program is to primarily deliver Defence estate maintenance outcomes, it only has a limited ability to fund minor new works, defined as those projects where the “change to capability” component is less than $250,000. Those new capability activities that exceed this threshold are not included in the FACOPS bid process. Such projects are to be submitted to the Major Capital Facilities Program (MCFP), formerly known as the Green Book, using the CSIR Part 1 Process.

Maintenance Works Projects
The maintenance component of FACOPS Risk Managed Works is programmed over a 3 year period, according to forward funding guidance provided from Estate Operations.
Work packages are prepared over the 3 year period, based on the IA data and grouped according to consistency of risk, trade type and the potential for delivery efficiencies.
Given the process associated with preparing maintenance type work packages, the requirement for a CSIR document has been removed.  Work Packages are to be documented on the IA Maintenance Plan for each base.  The IA Maintenance Plan forms the basis for bids for the 3 year FACOPS Maintenance Programs.

Bidding For Minor New Works
Risk Managed Works Minor New Works bids are authored and sponsored by user unit staff in consultation with relevant DS staff, using the FACOPS CSIR Template and are recorded in DEMS, including:

  • the CSIR Minor New Works document;
  • the Risk Assessment; and
  • the appropriate cost estimates in the financial allocations.

Activity Considerations

1) DS Regional Planning Manager, through Base Service Manager and/or Estate Support/Development Officer, invites user units to review existing unfunded CSIR's and/or create new CSIR's, according to a regionally defined timeframe.

Customers are to be educated in the FACOPS Program and processes by regional DS staff using the Power Point Presentation provided asDefence Facilities Training 16 – FACOPS Overview.

User unit staff are to have also attended training in development of CSIR's, so that only effective CSIR's that will be considered for the FACOPS Program. Bids that do not comply with the requirements of the CSIR template and the estate risk assessment, will be rejected or excluded from the bid.
