Budget Year Minus 2 - Conduct Peer Infrastructure Appraisal Audits

The Infrastructure Appraisal process includes the requirement to conduct an annual audit of Regional Plans to validate the forecast funding requests and give confidence that the Infrastructure Appraisal process has been followed.

Audits are to be conducted by peer review within the region and completed by May each year.

Outcome: Conduct of a peer review of the IA process.

Activity Considerations

1) The region is to schedule a time for a peer review and invite appropriate personnel from the region to participate.  The invitation is to include a brief on the aims and process for the audit, so everyone knows what to expect. 

The result of the audit may require a re-work of the IA data and the 5 Year IA Maintenance Plan.  Accordingly audits will be scheduled for completion by May each year.

 

2) The audit is to focus on:

  • Compliance with defined IA procedure and process.
  • A comparison (both physical and desktop IA) of a sample of IA data from the most recent desktop appraisals to assess is suitability and accuracy.  Note that it is not a repeat of the desktop appraisal.
  • Assess the level of understanding of the IA process amongst staff, consultants and CMC/CMS personnel who participated in the IA under review;
  • Assess the appropriateness of the 5 Year Maintenance Plan and budget to meet Defence strategic and operational priorities; and
  • Provide constructive advice to regional and central office staff on areas of improvement, such as training, definition of process, planning, participation etc.
3) The audit is not an attempt to validate the costing estimates.  The costings are estimates that are revisited on a number of occasions and ultimately by a tender process.  It is more about ensuring we are conducting the process correctly so we can have confidence in the maintenance plans produced.
