The Desktop Infrastructure Appraisal is a condition assessment where base management staff, base and regional estate support and estate development staff, CMC/CMS contractors and user representatives review and update the existing infrastructure appraisal works forecasts for the next 5 year maintenance planning period. Once updated this forms that basis of the IA Maintenance Plan. Desktop Infrastructure Appraisal is considered the default approach for all structures unless special circumstances exist, where a Physical Infrastructure Appraisal may be deemed to be more appropriate. Annual reviews of the previous Desktop Infrastructure Appraisal are to be conducted. This is to validate the previous years plan, apply the effect of the Estate Maintenance Program (approved and non-approved works) and to add the maintenance requirements for the fifth year. Outcome: The update is to be completed by 1 July each year. Under the CMS contract this is the subject of compliance indicator CI 3209. |

| Activity | Considerations |

1) Estate Support / Estate Development staff organise a workshop inviting the appropriate stakeholders with the knowledge to identify and prioritise estate maintenance requirements. |
Stakeholders that should be included in the workshop include (but not limited to):
Replacement of fixed plant and equipment is to be carefully considered in the context of the Performance Based Maintenance of Fixed Plant and Equipment in the CMS contract. Commonwealth sponsorship of a request for replacement of FP&E is to be documented using the FP&E Replacement Business Case template, prepared by the requesting CMS contractor. The Infrastructure Appraisal Data Collection Tool may be used as a remote information system or the Infrastructure Appraisal module in DEMS can be used on-line. Guidance on the DEMS IA Module. Specific guidance for appraisal of environmental maintenance requirements is provided in the Environmental IA Policy. Under the CMS contract this is the subject of compliance indicator CI 3209. |
| 2) Works that were not approved in the previous Estate Maintenance bid cycle may generate a bow wave effect for the next five year forecast period. Consideration should be given to shifting all works in the previous five year forecast period as a starting point for the desktop IA review. This can be done before conducting the workshop. | |

| 4) There should be a clean out of all projects that have previously been unsuccessful. If such works are still required, intended financial year should be set to reflect the planned timing for the works. | |
5) Stakeholders are to be invited to prepare maintenance requirements prior to the IA review. These can be documented on the Infrastructure Issues template. |

| 6) The workshop stakeholders should validate and/or modify existing maintenance works forecasts for each structure. | |
| 7) The structure by structure review is to include consideration of the priority, intended year, cost estimate and potential sequencing and packaging of works for delivery. | |
8) The information gathered from the Desktop Appraisal is to be used in the preparation of the Base IA Maintenance Plan. The update is to be completed by 1 July each year. |
