A Physical Infrastructure Appraisal involves the physical inspection of Defence estate structures by experts to assess the current condition against the desired Maintenance Standard and the recording of works required to bring the asset up to an acceptable condition. Physical appraisals should be performed before the next base wide review of IA data so as to appropriately inform the next Desktop IA review. Outcome: The physical inspection is to produce a maintenance forecast in the form of planned Work Requests over a five year forecast period. This information is to be provided either online in DEMS or in the form of an IA Data Collection Tool (DCT) database. |

1) The requirement for a physical appraisal is typically identified in the previous Desktop IA process. |
Physical Infrastructure Appraisals can be completed by the following methods:
Physical Infrastructure Appraisals are conducted on a “cyclic” basis. The frequency of physical appraisals has been suggested based on type and Contribution Factor for the structure. The actual frequency can be modified in response to local requirements. Technical authorities may request specific appraisals too. Regions may choose to conduct out of sequence appraisals in response to specific local requirements. Fire Safety Surveys are to use this process. Trade Types for resultant works are to accord with IA policy. Specific guidance for appraisal of environmental maintenance requirements is provided in the Environmental IA Policy. |
| 2) Procurement of physical IA support, whether through consultants or through the Expert Engineering Advice service in the CMS contract, is to be based on the standard scoping templates for Procurement of Physical IA. It is to be funded from the regional budget from Work Planning Fees allocation. | |
| 3) Once procurement action is complete, Estate Support / Estate Development Officers are to organise access to the required structures and to appropriate stakeholder personnel as required. | |
| 4) Using the "Create Data Collection Tool" function on the Data Collection Tool menu in the module, the Infrastructure Appraisal Data Collection Tool is cut for the relevant properties if the data collection component of the Infrastructure Appraisal is offline. | |
| 5) Either the Appraiser (dependant on access rights to the Infrastructure Appraisal module) or the DS officer extracts Strategic Impacts and Maintenance Standard reports. These reports are used to inform the Infrastructure Appraisal as to the impacts associated to the structure. | |
| 6) The Appraiser enters the Infrastructure Appraisal outcomes into the Infrastructure Appraisal module. | |
| 7) IA Field Sheets are also available to facilitate data collection in the field. When used, they are to be included in the appraisal report. | |
| 8) DS Officer undertakes a quality assurance process validating the Infrastructure Appraisal outcomes by reviewing the works forecast on the Maintenance Planning screen and the Work Requests report. | |
| 9) If the Data Collection Tool is used the Infrastructure Appraisal outcomes are to be uploaded using the on-line Infrastructure Appraisal module. | |
| 10) IA derived work requests are automatically linked to the nominated Infrastructure Appraisal Work File in DEMS. | |
