Budget Year Minus 2 - Review Strategic Impacts and CFs

Determination of the Strategic Impacts is the first step in the Infrastructure Appraisal process. This step is integral in identifying known future impacts on the estate arising from other estate related matters.

Strategic Impacts are used in the Infrastructure Appraisal to moderate the level of planned maintenance in accordance with the known future for the structure. For example, if a structure is to be refurbished in Year 2, then the level of maintenance over the next five years may be significantly reduced.

Outcome:
Strategic Impacts identifier recorded against sites and structures in DEMS.

Activity Considerations

1) Strategic estate planning information provided to Regions by the SPED Branch (where available).

In DEMS, Strategic Impacts data should be entered with the following identifying information:

  • Select Property;
  • Enter relevant strategic information/statement and start and finish dates; and
  • Associate structures relevant to Strategic Impacts.


2) Identify Strategic Impacts for structures under consideration.
3) Determine impacts of recently completed or upcoming capital projects, approved FACOPS projects and other initiatives that will affect the maintenance requirement for that structure over the next five years.
4) Link impacts to the structure it affects. For example, Strategic Impact is "Base Redevelopment Stage X, including refurbishment and adaptive re-use". Use DEMS module to associate structures affected to this impact.

Review Contribution Factor and Maintenance Standard

Reviewing the Contribution Factor (CF) and the Maintenance Standard for each structure is the second step in the Infrastructure Appraisal process. The Maintenance Standard should be reflective of the Strategic Impacts, the Contribution Factor, the expected life of the facility and local Defence needs.

Outcome: Contribution Factor and Maintenance Standards are updated for all structures on the chosen property.

Activity Considerations

1) Estate Support / Estate Development officers are to review the Contribution Factor and Maintenance Standard for the relevant structures under consideration in the Infrastructure Appraisal.

The Maintenance Standard is initially determined by the CF as follows:

  • CF=1 Maintenance Standard = A (Exceptional);
  • CF=2 Maintenance Standard = B (High);
  • CF=3 Maintenance Standard = C (Standard);
  • CF=4 Maintenance ;
  • Standard = C (Standard); and
  • CF=5 Maintenance Standard = D (Minimal).

Environmental IA Policy provides additional guidance on environmental aspects of IA. 
In DEMS, Maintenance Standards data should be entered with the following identifying information:

  • Select Property;
  • For each structure, confirm CF and Maintenance Standard; and
  • If required, amend the CF and Maintenance Standard.
2) Estate Support / Estate Development officers liaise with Base customer representatives in assisting with updating the Contribution Factor and Maintenance Standard.
3) Maintenance Standards are recorded in DEMS via the DEMS Infrastructure Appraisal module.
