1) Property that might be surplus to requirements identified.	Surplus property has no alternative efficient use.	Approved disposal project. Surplus property included in the Defence Property Disposal Program. Project Director appointed.
2) Appoint Project Director.
3) Prepare business case including risk identification risk analysis risk mitigation programming schedule Property valuation	The Australian Government Property Ownership Framework. Commonwealth Property Disposals Policy Level of external expertise required (procurement activities). Current and future capability requirements. Confirm possible Defence Housing requirement. Consult stakeholders for alternative Defence use/impediments to disposal. If an alternative use is identified a business case is required.
4) Include the property in the Defence Property Disposal Program.	Process for the development of the Defence Property Disposal Program.
5) Prepare the property for disposal: Step 2 Scenario 1 for Open Market Sale Step 2 Scenario 2 for Priority Sales	Commonwealth Property Disposals Policy
