Design Progression Step 4e (Review Design) - Finalise Scope of Works
Activity Considerations Outcome
1) Project Officer tasks Project Manager to finalise scope of works (100% design) required for Tender to be submitted to Industry to select a construction contractor.
  • Depending upon complexity of project and associated risks, construction contractor may have already been appointed at an earlier stage of the design process, minimal project risk and no need to wait until 100% design to appoint construction contractor.
  • The Project Manager is to ensure that the Designer has incorporated all environmental requirements into the specifications prior to tender in consultation with the LEO.
  • Tender documentation is ready to be produced
  • Any Requests for Dispensation considered under IM Technical Regulatory Framework (for example MFPE) requirements must be approved prior to Defence agreeing to final design
  • Any special conditions for inclusion into Tender documentation must be identified
2) IAD Project Officer receives Final Design Review report from Project Manager    
3) IAD Project Officer to review to ensure required changes have been made based upon feedback received from stakeholders at the Detailed Design Report
  • Report cannot be silent on issues raised by stakeholders at Detailed Report stage. Each issue must be addressed. The Designer may not make requested changes to design and must provide justification
  • Any changes to design must be reviewed, verified, approved and documented by the IAD Project Officer before incorporation
  • Impact of any requested design changes on the project cost, schedule or outcome to be assessed (eg impact on previously approved dispensations)
 
4) IAD Project Officer reviews Final Design Review Report
  • Has tender design report satisfied Functional Design Brief requirements?
  • Unlikely that at Final Design Review Report stage that stakeholders will need to be consulted unless there is a significant design issue requiring their involvement.
 
5) IAD Project Officer provides Final Design Review Report to Project Director    
6) Project Director reviews Final Design Review report    
7) Project Director is satisfied all design issues have been adequately addressed
  • If the Designer has failed to adequately address stakeholder issues at Schematic Design stage, Tender Design Report referred back to stakeholders)
 
8) IAD Project Officer provides feedback on Final Design Review Report to Project Manager    
9) Project Manager considers feedback and makes required amendments and/or provides justification for not making requested amendments to design.
