Design Progression Step 4c (Review Design) - Complete Schematic Design Report
Activity Considerations Outcome

1) IAD Project Officer monitors the development of Schematic Design Report

  • Progress reports as contractually required from Project Manager
  • Completed Schematic Design Report
  • Required dispensations approved by TA

2)) IAD Project Officer receives Schematic Design Report from Project Manager

 

3) IAD Project Officer to review to ensure required changes have been made based upon feedback received from stakeholders at the Concept Design Brief

  • Report cannot be silent on issues raised by stakeholders at Concept Design stage. Each issue must be addressed. The Designer may not make requested changes to design and must provide justification (may be subject to TA approval).
  • Any changes to design must be reviewed, verified, approved and documented by the IAD Project Officer before incorporation
  • Impact of any requested design changes on the project cost, schedule or outcome to be assessed

4) IAD Project Officer provides Schematic Report to User, Sponsor and DEEP (these are mandatory referrals) and other key stakeholders

  • Lessons learnt from previous projects
  • Has schematic design report satisfied Functional Design Brief requirements?
  • Has previous comments been actioned.
  • Fire Engineering Report must be agreed at Schematic stage (as a parallel process Fire Engineering requirements may be further developed with direction from DEEP)
  • Seeking justification for dispensation tracing operational requirements to dispensation request (traceability must be included in the Design Report)
  • Stakeholders as required e.g. DSO Regional for comment upon access (e.g. for equipment, plant rooms), appropriateness of brands chosen, recognition of site conditions (e.g. salt corrosion), avoidance of specialised custom made hard to get spare parts, capacity of sub stations, car parking, security, garbage collection etc provided to IAD Project Officer in the form of a Statement of Operating Impacts report

5) IAD Project Officer to obtain from DSO Regional Staff an estimate of operating cost

  • Based on best possible realistic estimates from GSS and CMS contractors plus any direct DSO costs

6) IAD Project Officer receives feedback on Schematic Report within the prescribed number of calendar days as contractually agreed to

  • Contractual clauses relating to number of days for review of documents by client, typically 10 days (Design Services Contract Clause 6.2, Design Services Contract Clause 6.3, Head Contractor Contract Clause 6.3)

7) IAD Project Officer collates feedback

 

8) IAD Project Officer provides Schematic Design Report to Project Director

 
9) IAD Project Director reviews Schematic Design report.
  • Project budget, timelines and quality
  • Resolution of design issues
10) IAD Project Director is satisfied all stakeholders issues have been adequately addressed
  • If the Designer has failed to adequately address stakeholder issues at Concept Design stage and feedback from Schematic Design Report review, Schematic Design Report referred back to stakeholders
11) IAD Project Officer provides feedback on Schematic Design Report to Project Manager and/or Designer
  • Depending upon complexity of project and associated risks, construction contractor may have been procured at this stage, the project being developed has minimal project risk and no need to wait until 100% design to appoint construction contractor.
