Design Progression Step 4b (Review Design) - Complete Concept Design Report
Activity Considerations Outcome

1) IAD Project Officer monitors development of Concept Design Report by Project Manager/Designer


  • Progress reports from Project Manager and/or Designer as contractually agreed
  • Design issues resolved as they arise
  • Project Manager advised that Concept Design Report must address all Defence issues as outlined in Concept Design Report Template received via stakeholder feedback. Design documentation produced by Project Manager and/or Designer can not be silent on any issue raised by Defence
  • ESD issues addressed (refer to Green Building Toolbox - ESD Checklist for DBC (Major Project or Minor Project); and
  • ESD cost included in project cost estimate (Refer to Green Building Toolbox
    • WOL (Whole of Life) Costing for ESD Initiatives in DBC
    • Budget Costing Tool for DBC)
  • Project cost estimate to commence development and/or complete DBC
  • Completed Concept Design Report

2) IAD Project Officer receives Concept Design Report from Project Manager and/or Designer for review and consideration

 

  • IAD Project Officer confirms CDR format is correct and that FDB requirements are addressed prior to staffing for comment (see next activity)

3) IAD Project Officer facilitates stakeholder review of Concept Design Report. Stakeholders must include DEEP, EPE and Sponsor

 

  • Design Review Template
  • Stakeholders as required e.g. DSO Regional for comment upon access (e.g. for equipment, plant rooms), appropriateness of brands chosen, recognition of site conditions (e.g. salt corrosion), avoidance of specialised custom made hard to get spare parts, capacity of sub stations, car parking, security, garbage collection etc; provided to IAD Project Officer in the form of a Statement of Operating Impacts report

4) IAD Project Officer to obtain from DSO Regional Staff an estimate of operating cost

  • Based on best possible realistic estimates from GSS and CMS contractors plus any direct DSO costs

5) IAD Project Officer receives stakeholder feedback within number of calendar days as agreed. Project Officer has authority to authorise Project Manager and /or Designer to proceed if no feedback received within number of days agreed to within contract

 

IM Technical Regulatory Compliance Framework including:

  • Lessons learnt from previous projects
  • Concept Design Report must accurately reflect FDB requirements and outline how those requirements will be achieved
  • Environmental considerations including referral to Department of Environment and Heritage (DEH) as required under EPBC
  • DEEP Directions regarding mandatory requirements (any proposed variations to Defence or Legislative requirements e.g. BCA, Fire, Disabled Access, elec, mech, civil, security)
  • Approval required from TA
  • Contractual clauses relating to number of days for review of documents by clients and other stakeholders – typically 10 days (Design Services Contract Clause 6.2, Design Services Contract Clause 6.3, Head Contractor Contract Clause 6.3)
  • Defence Green Building Requirements - Refer to Section 5.3 Detailed Business Case (DBC)

6) IAD Project Officer collates feedback

 

7) IAD Project Officer forwards Concept Design Report with stakeholder feedback to Project Director

 

8) Project Director considers feedback, reviews Concept Design Report and provides guidance to IAD Project Officer

  • Project budget, timelines and quality
  • Resolution of design issues
9) IAD Project Officer collates feedback for Project Manager  
10) Feedback is addressed by Project Manager
  • Depending upon complexity of project and associated risks, construction contractor may have been procured at this stage – the project being developed has minimal project risk and no need to wait until 100% design to appoint construction contractor.
