Design Progression Step 3 - Commence Design
Activity Considerations Outcome

1) Project Officer procures appropriate design resources in accordance with the PDDP.

 


  • PDDP contained with DBC
  • Functional Design Brief Retain existing Project Manager which may include additional Design resources
  • Appoint new Project Manager with appropriate qualified Design resources
  • Appoint only a Designer
  • Appoint Environmental Consultant as required
Required design/documentation resources procured and briefed
  • Value for Money has been demonstrated.

2) IAD Project Officer is to task the Project Manager to conduct a start up meeting with relevant stakeholders. This may include:

  • Sponsor/Client
  • DEEP
  • DTARP
  • Lead Environmental Officer (LEO) as dictated in the EIAS
  • Regional personnel

The start up meeting should discuss the following matters:

  • scope of the project and key outcomes
  • project timelines
  • stakeholder identification, relationships and communication during project design (both contractual and non-contractual, including technical authorities (e.g. DEEP, DEIM)
  • project reporting requirements
  • expenditure
  • environmental assessment and approvals process including key tasks and issues to be managed during design phase
  • Project timelines (Design time versus Defence time)
  • Contractual relationship Project Manager needs to understand any special conditions required by ID
  • Project Reporting mechanisms
  • Expenditure
  • Engagement model/stakeholder management considerations/issues

The Project Officer is to task the Project Manager and Design Contractor to finalise the Design Brief through a reverse brief to the Sponsor/Client that addresses all stakeholder technical requirements. The finalisation of the Brief signals the commencement of the design process.

  • Stakeholders as identified at Step 2
  • Project Manager informs IAD Project Officer that proposed activities contained in response to tender may not be achievable within budget and/or timeline due to increase in proposed consultation
