Design Progression Step 2 - Develop Functional Design Brief FDB
(Functional and/or Performance Based)
Activity Considerations Outcome
1) IAD Project Officer tasks Project Manager to conduct Start Up Meeting with key stakeholders to outline required tasks to develop Functional Design Brief
  • Key stakeholders will include DEEP, EPE, DTARP, Sponsor/Client, Regional representation
  • IAD Project Officer provides to Project Manager Functional Design Brief Template
  • Completed Functional Design Brief

2) IAD Project Officer monitors progress of the development of the Functional Design Brief

  • Progress reports from Project Manager as required under contract
  • Stakeholders participate in the development of the FDB as required using a variety of methods such as: (primarily to resolve scope issues with client)
  • ESD workshops/meetings (refer to Defence Green Building Requirements - Appendix B - ESD Design Roadmaps and Green Building Toolbox for ESD Workshop Guide )
  • Value Management Workshops
  • Interviews/Negotiation with client
  • Distribution of discussion papers
  • Project Cost Plan must continually be revisited

3) IAD Project Officer receives draft Functional Design Brief from Project Manager for consideration and review

 
4) IAD Project Officer reviews draft Functional Design Brief with DEEP, EPE, Client/Sponsor and other key stakeholders

Issues covered within IM Technical Regulatory Framework including:

Contractual Obligations

  • Compliance to brief provided by Project Manager
  • FDB Report Template
  • Cost Plan (is project cost within target cost plus/minus 10%)
  • Mandated review of draft by DEEP
  • Record of decisions made during consultation to ensure traceability of decisions, especially regarding design issues that may result in dispensation being requested e.g. value management (issue, options, who approved)
  • NOTE: Dispensations/alternative solutions from IM mandated elec, mech, civil, security and fire engineering requires TA approval (ASEPE)
  • Clearly stated preferred option
  • Further issues for investigation in next step (Concept Design)

User Requirements & Cost

  • SBC (Statement of Client Requirements)
  • Project objectives defined

IM - Engineering and Maintenance section Policy Requirements

  • IAD and Regional Design Policies, Principles and Philosophies
  • Design, Performance and Lifecycle project outputs are clearly specified
  • Drawing standards and certifications
  • Mandated Requirements such as MFPE, and IM policies

Environmental Requirements

  • Site EMS, EMP, HMP (Energy Conservation Considerations)
  • Possible referrals to DEH to either occur or be noted as a project risk that needs to be considered at site selection stage; must be factored into project timelines
  • ESD Section of FDB Template - Refer to Green Building Toolbox
5) IAD Project Officer collates stakeholder feedback and provides to Project Manager
  • IAD Project Officer provides direction to Project Manager
6) IAD Project Officer receives final draft Functional Design Brief for Sponsor/Client signoff
  • IAD Project Officer confirms that comments from previous draft has been inserted
7) IAD Project Officer obtains Sponsor signoff  
8) IAD Project Officer notes final version Functional Design Brief received from Project Manager, which triggers the commencement of Design Phases
