Commissioning, Handover and Takeover Step 8 - Takeover
Commence this step by Identifying the stakeholders (shown below) relevant to Takeover.
Activity Considerations Outcome

1) Review the Takeover Plan and update it as necessary.

Takeover is the stage where:

  • IAD / Project Director passes responsibility for maintenance and operation of the Works to NOD; and
  • IAD / Project Director provides access to the Works to the user/sponsor.

Takeover takes place after Commissioning and Handover.

IAD / Project Director and NOD are jointly responsible for developing a Takeover Plan to ensure that all Takeover roles, responsibilities and requirements are addressed. The Takeover Plan developed by IAD / Project Director and NOD will govern the respective roles and responsibilities during Takeover.

Takeover is a stage which is internal to Defence and therefore does not involve the construction contractor.

This stage operates concurrently with Step 9 Managing the Defects Liability Period).

The Takeover plan must specifically identify ongoing requirements for environmental management as set out in the OEMP.

Takeover Report developed.

2) Seek agreement and sign-off on any amendments to the Takeover Plan from IAD project team / Project Director, NOD (Regional Office and Manager Technical Services) and users/sponsors.

3) Distribute copies of the revised Takeover Plan (if any) (as appropriate) and place original on project file.
4) Complete asset roll-out tasks (see separate documentation on Financial Management).
5) Implement procedures in Takeover Plan eg meetings, reports, information exchange.
6) Prepare Takeover Report which documents Takeover activities prior to project completion and Handover.
7) Distribute copies of the Takeover Report (as appropriate) and place original on project file .
