Commissioning, Handover and Takeover Step 7 - Handover

Commence this step by Identifying the stakeholders (shown below) relevant to Handover.

Activity Considerations Outcome

1) Identify all Completion and Handover requirements in the relevant contract.

Handover takes place after Commissioning and after Completion (as defined in the relevant construction contract) of the Works.

The construction contractor is responsible for developing a Commissioning and Handover Plan to ensure that all Commissioning and Handover requirements are addressed.

The Handover requirements will include the provision of certain documents and information (including as-constructed drawings, warranties, operation and maintenance manuals and approvals, building users' guide, utility management plan, training) required for the use, operation and maintenance of the Works.

All Commissioning and Handover requirements to be addressed in the Commissioning and Handover Plan are to be set out in the construction contract, for example:

  • as "conditions precedent" to Completion;
  • in Annexure 1 of the Conditions of Contract - "Completion" (eg. as-constructed drawings, operations and maintenance manuals, training and warranties);
  • in the Brief/Works Description forming part of the contract (eg. keys, access cards, reports);
  • in certification requirements;
  • special conditions (eg. security certification, ICT certification).
  • specific provisions (eg DEMS, GFIS reporting requirements);
  • unplanned and planned maintenance to be conducted during the Defects Liability Period.

IAD / Project Director is responsible for reviewing the Commissioning and Handover Plan prepared by the Contractor and working with the stakeholders and the construction contractor to ensure that all Commissioning and Handover requirements are addressed.

In Completion, there should only be minor defects or omissions in the Works which do not prevent the Works from being reasonably capable of being used for the intended purpose of the Works and which can be corrected without prejudicing the convenient use of the Works.

Commissioning and Handover Report (incorporating the Building User Guide and the Utility Management Report)

2) Ensure the construction contractor has completed the Completion and Handover requirements in accordance with the Contract and the Commissioning and Handover Plan.

Including compliance with any environmental remedial actions and incident reporting requirements.

3) Co-ordinate design consultants, NOD (Regional Office and Manager Technical Services) and users/sponsors in respect of Completion and Handover tasks (as appropriate).
4) Conduct inspections and document inspection results (including defects and EMS/ECC) and ensure that options provided for in construction contract are appropriately implemented eg rectification of defects, no issue of Notice of Completion, variations.

5) Arrange issue of Notice of Completion (or equivalent) if Completion achieved.

Ensure Post Activity Reporting requirements of ECC are complied with and finalise Post Activity Report. If activity includes disturbance/removal/remediation of contaminants or hazardous materials include contamination close-out reports.

6) Finalise Commissioning and Handover Report which documents commissioning activities (see Step 6 Commissioning), inspection results and other actions taken in respect of defects, generally and which also includes the Building User Guide and Utility Management Plan.
7) Distribute copies of the Commissioning and Handover Report (as appropriate) and place original on project file.
