Commissioning, Handover and Takeover Step 6 - Commissioning
Commence this step by Identifying the stakeholders (shown below) relevant to Commissioning.
Activity Considerations Outcome

1) Identify all commissioning requirements in the relevant contract.

Commissioning takes place before Completion (as defined in the relevant construction contract) of the Works.

The construction contractor is responsible for developing a Commissioning and Handover Plan to ensure that all Commissioning and Handover requirements are addressed.

The Commissioning requirements, which verify that the works and all relevant systems, equipment and assemblies have been installed, tested, operated and maintainance standards agreed in accordance with the requirements of the relevant contract.

The Commissioning requirements are usually detailed in the technical documentation forming part of the construction contract, such as the Brief or the Works description.

There may be other Commissioning requirements set out in the construction contract, for example:

  • as "conditions precedent" to Completion;
  • in certification requirements;
  • special conditions (eg. security certification, ICT certification);
  • IM Policy requirements.

IAD / Project Director is responsible for reviewing the Commissioning and Handover Plan prepared by the Contractor and working with the stakeholders and the construction contractor to ensure that all Commissioning and Handover requirements are addressed.

The IAD Project Director/Manager will ensure that the Estate Data is of an acceptable quality and format for Defence and includes all the required elements of the works as built.

2) Ensure the construction contractor conducts commissioning in accordance with the Contract and the Commissioning and Handover Plan.

3) Co-ordinate design consultants, NOD (Regional Office and Manager Technical Services) and users/sponsors in respect of commissioning tasks (as appropriate).
4) Document commissioning results (including non-conformances) and ensure all commissioning tasks are completed in accordance with contract before Completion (or alternatives provided for in construction contract are appropriately implemented e.g. variations).
5) Prepare draft Commissioning and Handover Report which documents commissioning results and other actions taken in respect of commissioning tasks generally.
