Commissioning, Handover and Takeover Step 5 - Develop the Takeover Plan
Commence this step by Identifying the stakeholders (shown below) relevant to the preparation of the Takeover Plan to be produced by IAD / Project Director and NOD.
Activity Considerations Outcome

1) Obtain a copy of the Takeover Plan Template.

The purpose of the Takeover Plan is to facilitate the smooth transition of the Works from IAD / Project Director to NOD and IAD / Project Director to the user/sponsor.

IAD / Project Director and NOD are jointly responsible for developing the Takeover Plan to ensure that all Takeover roles and responsibilities are addressed.

The Takeover Plan should be developed at the same time as the development of the Commissioning and Handover Plan prepared by the construction contractor. IAD / Project Director is responsible for ensuring that all relevant matters in the Takeover Plan are also addressed in the Commissioning and Handover Plan prepared by the construction contractor.

Matters to be addressed in a Takeover Plan might include:

  • respective roles and responsibilities of IAD / Project Director, TA's (Technical Authority), NOD and users/sponsors(to the extent not already addressed in the Roles Plan) with respect to Takeover and the Defects Liability Period generally;
  • meeting procedures (including proposed attendees, minutes etc);
  • inspection procedures;
  • Reporting requirements (eg Commissioning and Handover Report, Takeover Report, Defects Report requirements);
  • roles and responsibilities in respect of the rectification of defects in the Works (having regard to the provisions of the construction contract and the CMS and GSS contracts);
  • the contents of the final Utility Management Plan and Building User Guide to be incorporated into the Commissioning and Handover Report
  • operational matters;
  • transfer of operational funds to NOD (Regional Office and Manager Technical Services);
  • timing matters (eg programs and charts showing key activities);
  • process for the transfer of information, documentation and other materials (eg keys, operations and maintenance manuals, warranties, training sessions, as-built drawings, DEMS etc) from IAD / Project Director to NOD and beyond;
  • process for the transfer of information, documentation and other materials (eg keys) from NOD to users/sponsors;
  • process for the provision of access by IAD / Project Director to users/sponsors;
  • Process for project "lessons learned" workshop;
  • Post Activity Report and Post Occupancy Evaluation.
Takeover Plan developed.

2) Document the matters to be addressed in the Takeover Plan Template.

3) Seek agreement and sign-off on the Takeover Plan from IAD project team / Project Director, NOD (Regional Office and Manager Technical Services) and user/sponsor.
4) Ensure that any key requirements of the Takeover Plan were incorporated into the tender and contract documentation for the engagement of the design consultants and the construction contractor (as appropriate). If not, address in accordance with the construction contract or design consultant contract (eg variation procedures).
5) Distribute copies of the Takeover Plan (as appropriate) and place original on project file.
