1) Obtain a copy of the Net Personnel and Operating Costs Template. |
In this Step (notionally, when 90% design is complete), the IAD Project team / Project Director (in association with NOD) will have requested the CMC / CMS Contractor and GSS Contractor to provide indicative estimates or quotes as to future operating and maintenance costs of the Works. The IAD project team / Project Director is expected to pursue information about utilities costs from NOD. All of this information is then submitted to NOD (Regional Office and Manager Technical Services). IAD / Project Director shall notify NOD of NPOC costs that are outside of the +- 10% figure as soon as they are known throughout the project. In Step 6 (Commissioning), the CMC / CMS Contractor and GSS Contractors will be requested by NOD to provide final quotes as to future operating and maintenance costs of the Works NOD will then use these quotes to vary the relevant CMC / CMS Contract or GSS Contracts to provide for the operation and maintenance of the Works upon Handover, (including Defects Liability Period roles and responsibilities as required). This information will need to be included when tendering for the construction contract to allow for planned or unplanned maintenance. For airfield pavements, estimates and quotations must be developed in consultation with NOD, DESTR, DEEP and specialist pavement consultants. Such estimates and quotes must include ongoing maintenance of the airfield pavements (e.g. joint or crack sealing and surface treatments as well as complete resurfacing). Other matters/documents which may need to be considered in preparing Net Personnel and Operating Costs include:

2) Prepare and update as necessary a draft Building User Guide and a draft Utility Management Plan (energy, water and waste) to be incorporated into the Commissioning and Handover Report which indicate ESD performance targets and requirements that need to be met during the service life of the Works. |

3) Seek costs for electricity, water, waste and gas as follows:

4) In association with NOD (Regional Office and Manager Technical Services) seek revised estimates from the CMS Contractor for:

| 5) In association with NOD (Regional Office and Manager Technical Services), seek catering, security, grounds maintenance and other costs from the GSS Contractors for the Works Deduct costs in respect of the structures which will no longer be in operation. | ||
| 6) Include any other costs if appropriate (eg impacts on other operations, contractor increases). | ||
| 7) Compare costs to operate and maintain the Works against previously estimated NPOC figures. | ||
| 8) IAD Project Director submits an indicative estimate of Net Personnel and Operating Costs to NOD (Regional Office and Manager Technical Services). A comparison against the NPOC estimate included in the Approved DBC should also be provided . The NPOC should be reviewed and updated as required and DISC advised. | ||
| 9) Distribute copies of the Net Personnel and Operating Costs (as appropriate) and place original on project file. | ||
