Commissioning, Handover and Takeover Step 3 - Review Commissioning and Handover Plan
Commence this step by Identifying the stakeholders (shown below) relevant to the review of the Commissioning and Handover Plan produced by the construction contractor for the project.
Activity Considerations Outcome

1) Pursue the finalisation of the Commissioning and Handover Plan in accordance with the Contract.

The objective of this stage is to review and finalise the Commissioning and Handover Plan prepared by the construction contractor for the project.

The construction contractor is responsible for developing a Commissioning and Handover Plan to ensure that all Commissioning and Handover requirements are addressed. Such requirements will include the provision of certain documents and information (including as-constructed drawings, warranties, operation and maintenance manuals and approvals, building users' guide and utility management plan required for the use, operation and maintenance of the Works. All Commissioning and Handover requirements to be addressed in the Commissioning and Handover Plan are to be set out in the construction contract, for example:

  • as "conditions precedent" to Completion;
  • In Annexure 1 of the Conditions of Contract - "Completion" (eg. as-constructed drawings, operations and maintenance manuals, training and warranties);
  • in the Brief/Works Description forming part of the contract (eg. technical testing and other commissioning requirements);
  • in certification requirements;
  • Specific provisions to address reporting requirements and format for; DEMS,GFIS, AutoCAD, ICAMS, AsCon, As Built, NSIMS;
  • Unplanned and planned maintenance to be conducted during the Defects Liability Period.
IAD / Project Director is responsible for reviewing the Commissioning and Handover Plan prepared by the Contractor and working with the stakeholders and the construction contractor to ensure that all Commissioning and Handover requirements are addressed.

Unplanned and planned maintenance to be conducted during the Defects Liability Period including Construction contractor contacts for emergency defects during normal business hours and after hours.

Commissioning and Handover Plan developed by the Construction Contractor meets contractual requirements to a standard satisfactory to Defence.

2) Consult with the stakeholders identified above for the purposes of conducting the review of the Commissioning and Handover Plan.

3) Once ECC has been issued, finalise and review the Commissioning and Handover Plan, and address amendments etc in accordance with the Contract.
4) Distribute copies of the Commissioning and Handover Plan to stakeholders (as appropriate) and place original on project file.
