Commence this step by Identifying the stakeholders
(shown below) in respect of Commissioning, Handover and Takeover matters
to be addressed in the design for the project. |

1) In addition to the IM Design Management process, commence this step by consulting with Technical Authorities (NOD, RO, MTS, and EPE Branch) to ensure that Defence compliance requirements as stated in the Infrastructure Management site are incorporated into the Brief for design consultants and the Brief/Works Description for the construction contractor. Check the availability of existing design principles (if any) such as a statement of operating impacts or a local standing policy document (if available). |
The objective of this stage is to identify existing documentation, lessons learnt or design principles relevant to Commissioning, Handover and Takeover and to identify any additional requirements for inclusion for the project. |

2) Obtain from NOD (Regional Office and Manager Technical Services) copies of any existing design principles (if any) such as a statement of operating impacts (if available) or a local standing policy document (if available). |

| 3) Review and check adequacy of the existing design principles (if any) such as a statement of operating impacts (if available) or a local standing policy document (if available) and seek NOD (Regional Office and Manager Technical Services) input to improve/clarify the design principles. | ||
| 4) Seek agreement and sign-off on the design principles from NOD (Regional Office and Manager Technical Services). | ||
| 5) Distribute copies of the design principles to stakeholders (as appropriate) and place original on project file. | ||
| 6) Ensure that the design principles are incorporated into the Brief for design consultants and the Brief/Works Description for the construction contractor (as appropriate). | The designer is responsible for developing a commissioning outline that addresses the requirements of the IM and stakeholder input during the design development (under the IM design management process) and incorporating appropriate requirements in the design documentation. | |
