Commissioning, Handover and Takeover Step 1 - Develop Roles Plan
Commence this step by Identifying the stakeholders (shown below) in respect of Commissioning, Handover and Takeover relevant to the project.
Activity Considerations Outcome

1) Obtain a copy of the Roles Plan Template.

 

In addressing the format and quality of design and documentation, further information can be found on format requirements on the IM:

  • Spatial Data Management Plan, Section 7
  • As per the format of documents specified in the Contract Particulars, nominally compatible with AutoCad 2000 or 2007. (Project staff to liaise with Senior Regional Information Officer (SRIO) to determine the minimum requirements)

The proposed time frame for the activities to occur is dependant on the scheduling of activities for the project and all responses and meeting should be attended and responded to in a timely way as ensure successful outcomes.

Where an ECC, EMP or EMS requires regular maintenance, monitoring, an offset or another environmental undertaking this should be clearly identified for each plan (in consultation with EP&E Branch and REO).

Roles Plan developed.

Successful Commissioning and Handover Takeover by early identification of the roles and requirements, establishing who is responsible for their delivery.

Documentation and format for the Works is of a quality that is suitable to Defence requirements.

2) Define the roles and responsibilities of each of the stakeholders for each stage of the project and document them in the Roles Plan Template.

 

3) Identify the resources needed for each stage of the project and Document them in the Roles Plan Template.

 

4) Seek agreement and sign-off on the Roles Plan from IAD project team / Project Director, NOD (Regional Office and Manager Technical Services) and user/sponsor.

CMS consultancy costs come from the Project budget.

The designer is responsible for developing a suitable Commissioning outline specifying detailed Commissioning requirements and acceptance criteria for achieving design intent. This document is a resource for inclusion in the Commissioning process to assist the Construction Contractor in developing the Roles and Commissioning Plans.
5) Distribute copies of the Roles Plan to stakeholders (as appropriate) and place original on project file.  
6) Ensure that key requirements of the Roles Plan are incorporated into the tender and contract documentation for the engagement of the design consultants and the construction contractor (as appropriate).
