Access to CMC/CMS Contractors and GSS Contractor |
The involvement of the CMC / CMS Contractor and GSS Contractor in the development of the design for the Works, and the review of the Commissioning and Handover Plan is critical to the success of the Commissioning, Handover and Takeover stages of an infrastructure project. Each CMC / CMS Contractor and GSS Contractor is expected to provide important insights into the design, construction, Commissioning, Handover and Takeover of the Works, because such matters may impact on the future maintenance and support of the Works. The responsibilities of the Design Services Consultant and Construction Contractor are to be addressed in the development of the Roles Plan and by the Design Principles; they shall be included in the tender documentation for your project. Design Management responsibilities are also detailed on the IM. |
| Access provisions and arrangement |
The Project Officer / Director can and should access the CMS and GSS staff and the appropriate Regional or Base Manager in relation to Commissioning and Handover tasks. The costs of using the CMS and GSS contractors are charged to the project. Access should be by agreement between IAD and NOD under the local contract, or by direct engagement as a consultant to the Project. Consultation with the CMS and or GSS should only occur where the role and responsibilities are over and above those defined in the local Region/Base Contracts. |

| Provide advice relating to the future operation and maintenance of the Works
Provide options for improvement in the development of the design and during the construction stages Provide advice on impacts of the Works on resources, costs, skills, systems and knowledge Provide cost estimates and firm quotes for contract variations (see also Step 4 Review Net Personnel and Operating Costs) Participate in design and construction reviews, training, skills development and systems implementation processes Review and comment on the Commissioning and Handover Plan Review and comment on relevant data provided during the Commissioning and Handover stages. Attend building tuning during DLP. Undertake building review 3 to 4 months or at a suitable stage before the end of DLP to identify any outstanding defects not rectified. Provide inputs to post occupancy review. |
| Consequences of non-compliance |
Failure to involve the CMC / CMS Contractor and GSS Contractors in infrastructure projects may result in: Unacceptable matters being included in the design, and Commissioning and Takeover Plan developed for the project, thereby compromising the success of the project and the life cycle of the Works; and Increased through-life-support costs Compliance Failures |
