2.2 In liaison with the project officer the Consultant will be required
to:
- Review the scope of
work required. Review and/or define the user requirements brief
to establish the level of facilities solution required and define
a range of alternatives necessary to meet Defence needs and
objectives. These are dependent upon a number of factors such
as complexity of requirement, term of requirement, urgency,
need, capability, desired objectives etc.
- Develop an Estate Capability
Requirement. Documentation required for the identification,
justification and Green Book programming of estate requirements.
The documentation for identification and justification of a
requirement should be as succinct as possible, but provide adequate
information to support Group level review by the Sponsor Group
and the ID against capability requirements, long term planning,
and priorities. An Estate Capability Requirement document is
required to enable initial review, endorsement of the requirement,
and programming prior to any allocation of significant resources
for detailed development of the Estate Capability Proposal.
- Undertake feasibility
studies to develop options to meet Defence requirements. The
range of studies vary and are dependent on requirement but may
include facility and site options analysis, functional and spatial
requirement options, project facility options, user requirement
options, cost options.
- Conduct a Value Management
Study to confirm user requirements and identify cash and resource
risk areas. The Consultant should undertake all activities associated
with the VMS. The VMS may be undertaken at project initiation
and/or near completion to establish or confirm important user
requirements and options within resource constraints.
- Undertake an investment
evaluation analysis, which may include life-cycle costing, net
personnel and operating costs, net present value calculations,
maintenance costs, cost/benefit analysis or a business case
analysis.
- Undertake an analysis
of facilities maintenance costs. The maintenance requirements
of facilities both new and established over the life of the
structure/s. Recommend appropriate maintenance plans for the
facilities including equipment, infrastructure and building
fabric.
- Undertake an analysis
of engineering, architectural, OH & S and energy issues.
When an assessment is required to determine the condition of
a facility all aspects of the facilities are to be evaluated
incorporating either specific or general factors as required.
Compliance with Defence Standards and Instructions, Commonwealth
and State Legislation and Standards will often be the focus
of such studies.
- Based on appropriate
analysis determine preferred facilities option from the range
of options presented or previously identified. The basis of
this analysis may vary but could be based upon a cost/benefit
analysis or business cases analysis to recommend the appropriate
solution. The preferred solution will be determined on the basis
of best value to the Commonwealth.
- Provide conceptual
design layouts of facilities options. Conceptual layouts may
be architectural or engineering in discipline, and provide detail
as required to explain the range of options identified.
- Provide detailed planning
cost estimates of facilities options. Planning cost estimates
are required to provide an indication of likely total construction
costs and may include land, infrastructure, energy, equipment,
building fabric, furniture and fittings and may include personnel
costs. The level of accuracy of estimates will vary depending
upon scope and complexity of project requirements.
- Develop an Estate Capability
Proposal. Documentation required for the detailed development
of estate proposals to the extent necessary to achieve Departmental
endorsement. These are Capital estate proposals with an estimated
cost of $6m or greater.
