Project Management Services - Master Planning

3.2 In liaison with the project officer the Consultant will be required to:

  1. Prepare strategic planning guidance for Defence establishments. In liaison with appropriate Defence command elements undertake the preparation of infrastructure strategic guidance for Defence bases.
  2. Compile existing information covering regional, property, environmental and heritage considerations. This includes a detailed evaluation of all relevant factors impacting upon internal and external influences on a given base.
  3. Detail the existing infrastructure and facilities.
  4. Analyse existing data against the requirements of strategic planning guidance to permit the initiation of the Master Planning process.
  5. Undertake feasibility studies and options analysis. This is the process of analysing options for the future development of Defence property assets. It includes the requirement to gather information, make informed deductions on relevance and select an option based upon all available facts. To achieve this the Consultant will require an understanding of the Defence activity and a well developed analytical capability.
  6. Identify planning opportunities and constraints as they apply to the utilisation and development of the estate asset.
  7. Document Zone Plan options. A zone plan is documentation illustrating existing and proposed land usage covering broad areas. The ZP is a diagrammatic description of the existing and/or planned functions conducted at the establishment.
  8. Document the layout of the future base facilities. This becomes the facilities master plan and provides the real estate reservation plan for the future development of the base.
  9. Describe facility requirements and development strategy. This process will be used to determine development requirements and options. It may also identify a strategy to achieve the staged development of the plan.
  10. Undertake an assessment of environmental and heritage factors.
  11. Illustrate the location of all existing and proposed facilities and associated engineering services.
  12. Prepare a Constraints Plan depicting natural and man-made constraints.
  13. Prepare a Phasing Plan indicating the project phases of any staged development.
  14. Prepare a Landscape Plan depicting landscaping proposals and arboricultural layout.
  15. Prepare a Traffic Plan highlighting the road network, parking areas and vehicle access requirements.
  16. Prepare a Section 30 Approval to meet the requirements of the Australian Heritage Commission Act.
  17. Prepare an Executive Summary suitable for presentation to higher Defence Committees as well as relevant Federal, State and Local Governments and authorities.
  18. Prepare master planning data for Project Control Group presentation. The PCG is a Defence Committee, which evaluates the master Plan and provides advice and endorsement prior to official delegate endorsement.

Regional Planning

In liaison with the project officer the Consultant will be required to:

  1. Analyse Defence establishments, units and functions. This requires the documentation and analysis of equipment, personnel, functions, strategic and preparedness considerations, interrelationships, locational requirements and facilitities’ needs. From this information an analysis is required to determine the most effective method of meeting the organisation’s requirements, normally in a regional context.
  2. Prepare user requirements briefs for regional units. Including functional, spatial and facilities and infrastructure requirements.
  3. Compile information covering regional, property, environmental and heritage considerations.
  4. Detail existing infrastructure and facilities of regional establishments.
  5. Undertake feasibility studies and options analysis. (Refer Master Planning, paragraph 5).
  6. Identify planning opportunities and constraints. (Refer Master Planning, paragraph 6).
  7. Document the layout of the future regional Defence establishments and units and associated facilities.
  8. Describe establishment, unit and facility requirements and development strategy to achieve Defence needs and objectives.
  9. Illustrate the location of all existing and proposed facilities and associated engineering services for each Defence establishment.
  10. Undertake an assessment of environmental and heritage factors for each Defence establishment.
  11. Prepare an Executive Summary (including economic, facilities, infrastructure and personnel factors as required) suitable for presentation to higher Defence Committees as well as relevant Federal, State and Local Governments and Authorities.
  12. Independently review the costs and provide a broad out-turn cost for each option with cost risk areas identified by a Value Management Study.
  13. Carry out a thorough analysis of each option to assess the preferred level of investment and for this purpose:
  14. co-ordinate any specific studies necessary to analyse each option.
  15. advise and assist the project officer in engaging other Consultants to carry out any necessary studies and brief,
    co-ordinate and administer the other Consultants to carry out the necessary studies.
  16. Prepare a business case review. A comparison of potential options for meeting a Defence estate requirement using an analytical approach to examine and quantify all factors (estate and non-estate) to inform selection of the optimum solution. These factors could include economic considerations, commercial estate market factors, estate planning and management, regional and local planning, personnel issues, logistic support and commercial support. The Cost/Benefit study is to include assessment of the following issues:
  1. environmental impact and consequences;
  2. recurrent and operational expenditure – life cycle cost analysis;
  3. net Present Value;
  4. maintenance costs;
  5. net Personnel and Operating Costs;
  6. infrastructure and utilities requirements and availability;
  7. project duration influences (eg. industrial relations, environment etc.); and
  8. siting options.
  1. Prepare user-briefs and ensure these user-briefs are consistent with the project objectives.
  2. Present final data to the Project Control Group. The PCG is a Defence committee, which evaluates the Regional Plan and provides advice and endorsement prior to official delegate endorsement.
  3. Prepare the necessary reports and investment submissions to gain Government approval.
  4. Provide public relations advice, material and handling. Specialised PR/media skills are required to advise on facilities related issues including land acquisition and development, aircraft and vehicle noise issues, unit activities, future base activities.
  5. Manage the preparation of an environmental (including heritage issues) assessment of the project. Specialised skills are required to provide detailed reports incorporating all pertinent standards and legislation.
  6. Manage obtaining the necessary environmental approvals/certificates required for the project including Section 30 approval to meet the requirements of the Australian Heritage Commission Act.
