Note:
This tasks requires the collection and assessment of all data
enabling calculation and subsequent production of aircraft
noise maps for military airfields and air operations at Defence
Training Areas, and production of relevant reports.
Collect
and verify military and civilian aircraft data. This includes
visiting military airfields, discussions with the operators
(military and civilian at the military/civilian Joint User
Airfields) and other stakeholders. For the verification process
the data are to be presented in a Defence agreed format.
Process
the collected data (using the latest version of Integrated
Noise Model or the latest, Defence agreed, industry standard
software), evaluate that data and produce reports.
Analyse
and report upon the outcomes of any Australian Noise Exposure
maps or any Defence agreed aircraft noise maps.
Provide
advice on noise mitigation and development of noise management
plans.
Provide
aircraft noise related land use/urban planning advice.
Provide
aircraft noise related advice in support of master planning
of Defence Bases and Training Areas.
In the
preparation, production and analysis of aircraft noise reports,
demonstrate the differences between military aircraft operations
and civilian (ie. use of afterburner, operations within terminal
area, altitudes, NVG flying, ICAO requirements, etc).
Provide
all deliverables in the formats detailed below.

Note:
This task requires an assessment and advice of the effects
on adjoining properties and the broader community of noise
generated by current and proposed Defence establishments and
activities (including, but not restricted to, aircraft run-up
at airfields, live firing ranges, bombing ranges).
Collect
or measure (when necessary) and analyse military and civilian
aircraft data related to aircraft run-up noise and other on
ground aircraft operations noise. This includes visiting military
airfields, discussions with the operators (military and civilian
at the military/civilian Joint User Airfields) and other stakeholders.
Measure
and analyse data related to impulse noise.
Produce
reports and noise contour maps. The reports are to be presented
in a Defence agreed format.
Provide
advice on noise mitigation and development of noise management
plans.
Provide
advice on impulse noise and aircraft on ground operations
related to land use/urban planning issues.
Provide
all deliverables in the format detailed below:

Should
an ANE map (or any other noise map) be required with a reference
file (such as cadastral information or airfield layout) Defence
will provide the reference files in the PC Microstation.DGN
format. This is under the condition that licensing arrangements
will be respected. (This means that the Defence supplied reference
files may be used for a particular project only and must be
returned at the completion of the project).
