Site Selection FULL REVIEW Step 8 - Review and Evaluation of the Considerations Matrix and Conduct a Site Selection Board
Activity Considerations Outcome

1) DPO or Project Contractor sends the completed considerations from the Considerations Matrix to the relevant Regional and Technical Authorities for their review.

N.B. This activity is not required if previously undertaken in Step 7.

Relevant Regional and Technical Authorities include those identified or involved in the initial development of the Matrix.

Regional and Technical Authorities are to review the comments provided in the Matrix for the considerations where their guidance was not obtained by the DPO or contractor in Step 7. Similar to Step 7, they may impose Conditions for any or all of the siting options. For instance, "Option 1 is acceptable subject to....". If a Regional or Technical Authority finds that an option is not acceptable (for whatever reason), those reasons should be included in their feedback.

Regional and Technical Authorities review comments in the Matrix for each siting option and impose conditions as considered appropriate.

 

2) DPO or Project Contractor sends completed Considerations Matrix to SSB Chair (if not DPO).

SSB Chair sends out invitations for SSB Meeting with completed Considerations Matrix and Site Selection Brief to SSB members and stakeholders.

SSB Chair and stakeholders are those identified in the 'Minute to DGIAD' prepared in Step 6. Additional stakeholders may be added as deemed appropriate. Documentation received by Chair of SSB and stakeholders.

3) Convene a SSB meeting.

SSB meeting preferably held at the site for the proposed options. (In certain low risk situations the Chair may elect to undertake a desktop evaluation of siting options).

Sites are visited. Siting options evaluated by SSB attendees. The Matrix is used as a point of reference in discussions of the various siting options. A preferred option is to be determined.
A preferred siting option is identified for recommendation by Chair and SSB voting members.
4) Draft minutes of SSB meeting prepared and sent out to SSB attendees. Attendees review minutes to confirm whether they accurately reflect discussion, comments and recommendations made during SSB meeting.

Minutes are reviewed.

5) When minutes are agreed, SSB members sign off the minutes endorsing the recommended siting option.   Minutes are signed by SSB members or confirmation by email is acceptable.
