Why Single LEAP?

Across Australia the total requirement for living in accommodation (LIA) for those Australian Defence Force members who must live on base is up to 6,400 rooms.

Single LEAP is the Defence Project designed to improve the standard of accommodation by providing single bedroom units for personnel required to live-in.

This accommodation will feature individual, self contained rooms with ensuite, limited meal preparation facilities, internet and phone connections and undercover car parking and secure storage space.

Government Commitment

The Australian Government is committed to providing a living-in accommodation service that ensures the integrity of these facilities is maintained over a 30 year contractual period.

When will it start?

Providing new permanent accommodation will take several years and will be conducted in two phases.

Phase 1 of the project is for the provision of whole of life accommodation services for 1,395 rooms at Holsworthy Barracks (Sydney), Gallipoli Barracks (Enoggera, Queensland), and RAAF Base Amberley (Ipswich, Queensland) under a Public Private Partnership arrangement.

The Minister for Defence announced on 21 October 2006 that Plenary Living was the preferred Strategic Partner for Phase 1. The Project concluded successful contract negotiations with Plenary Living signing the Project Deed on 7 December 2006 and Financial Close achieved on 21 December 2006.

Construction activities have commenced on all three Phase 1 sites. During August 2007 some 15 accommodation units had been erected at Holsworthy and four at RAAF Base Amberley. The units are in various stages of completion.

The project remains on track for Australian Defence Force members to occupy the first facilities at RAAF Base Amberley in May 2008.

Phase 2

Project Single LEAP Phase 2 will see the development of the innovative style accommodation similar to that being constructed under Phase 1.

Phase 2 single living-in accommodation will deliver 3,535 permanent level 5 rooms across 17 Defence Bases in all mainland States and Territories.

A Request for Proposal (RFP) for Phase 2 Single LEAP was released to the four short-listed consortia on 13 July 2007. Responses were received on 23 November 2007, and the Project team is now undertaking the evaluation of tender responses.

It is anticipated that the Government will make its decision on the Phase 2 preferred Strategic Partner in the second half of 2008.

Occupation of the Phase 2 accommodation is expected to commence in the 2010-2011 timeframe.

What is a Strategic Partner?

Project Single LEAP will be engaging a Strategic Partner for the delivery of accommodation services for Phase 1 and Phase 2 of Project Single LEAP. Under a Public Private Partnership arrangement, the Strategic Partner is responsible for financing, designing, constructing, operating and maintaining accommodation services at contracted sites for a period of 30 years, following which time ownership of the properties will revert to Defence. Throughout the term of the contract Defence will pay the Strategic Partner a service fee for facilities including maintenance, servicing and mid-life upgrades, similar to a commercial lease arrangement.

Although Defence has traditionally built and operated accommodation on its own bases, Project Single LEAP is looking for innovative solutions.
