The sites for Phase 1 of Project Single LEAP are Defence's highest priority sites for the remediation of living-in accommodation. They are RAAF Base Amberley, near Ipswitch in Queensland (295 units); Gallipoli Barracks in the Brisbane suburb of Enoggera, also in Queensland (500 units); and Holsworthy Barracks in the Liverpool Military Area of NSW (600 units) giving a total of 1,395 new level 5 units across the three sites.
The former Minister for Defence, Dr Brendan Nelson, announced on 21 October 2006, the selection of Plenary Living as the Commonwealth's preferred Strategic Partner for the delivery of the 1,395 units under the Phase 1 of the Project. The units will be delivered under Public Private Partnership arrangements.
Plenary Living was selected after an extensive and detailed tender process following the Request for Proposal, initially released on 7 December 2005.
Following successful contract negotiations Defence and Plenary signed the Project Deed on 7 December 2006. Financial Close was achieved on 21 December 2006.
Plenary Living is responsible for arranging the finance, undertaking the design, construction of these facilities, and thereafter for operation of the facilities inclusive of accommodation services and on-going maintenance of the facilities for the 30 year term of the contract. At the conclusion of the 30 year period these facilities will revert to Defence.
Construction activities have commenced on all three Phase 1 sites,and are at varying stages of completion.
The Project remains on track for Australian Defence Force members to occupy the first facilities at RAAF Base Amberley in June 2008.
