On 30 June 2006 Defence and Praeco Pty Ltd finalised the contract for the construction and operation of the new Headquarters Joint Operations Command facility to be built between Queanbeyan and Bungendore, NSW. Praeco subsequently reached financial close on the contract on 28 July 2006.
The value of the contract comprises both the capital cost of the buildings and infrastructure for the facility and the cost of providing a range of contracted services such as access control, cleaning, administrative and clerical support and waste removal and maintenance services over the 30-year contract term.
Defence will pay Praeco an Annual Service Payment, commencing when the facility is completed in July 2008. The first full-year payment will be $39.99 million, commencing in 2009-10. The whole-of-life nett present cost to Defence for the provision by Praeco of the buildings, infrastructure and services over the 30 year term is $572.2 million (all dollar amounts are expressed in 2006-07 prices, less GST).
Praeco - a consortium comprising Leighton Contractors Pty Limited and ABN AMRO Australia Limited - was selected after an extensive and detailed tender evaluation process following the release of the Request for Tender on 1 September, 2004.
Praeco commenced construction related activity in November 2006 with completion scheduled for July 2008.

History
On 1 September 2004, then Minister for Defence, Senator the Hon Robert Hill, announced the following consortia as being shortlisted and invited to respond to the Request For Tender documentation for the construction and operation of the new Headquarters facility:
- Australian Defence Capability Partnership - (comprising Bilfinger Berger Concessions Pty Ltd, Baulderstone Hornibrook Pty Ltd, United KG Facility Management Pty Ltd);
- Praeco - (comprising Leighton Contractors Pty Ltd, Leighton Services, Boeing Australia Limited JV); and
- Synersec - (comprising Multiplex Infrastructure Pty Ltd, Multiplex Constructions Pty Ltd, Multiplex Facilities Management Pty Ltd, Westpac Banking Corporation).
Subsequently, Australian Defence Capability Partnership advised of a change in consortium name to Australian Command Capability Partnership, and Praeco advised of a change in consortium membership with the inclusion of ABN AMRO Australia Limited. When tenders closed on 22 February 2005, the three consortia names and membership were:
- Australian Command Capability Partnership Pty Ltd - (comprising Bilfinger Berger Concessions Pty Ltd, Bilfinger Berger BOT GmbH Germany);
- Praeco Pty Ltd - (comprising ABN AMRO Australia Ltd, Leighton Contractors Pty Ltd); and
- Synersec - (comprising Multiplex Infrastructure Pty Ltd, Multiplex Constructions Pty Ltd, Multiplex Facilities Management Pty Ltd, Westpac Banking Corporation).
On 14 November 2005, Australian Command Capability Partnership Pty Ltd advised that it had formally withdrawn from the Project tender process.
The Parliamentary Secretary to the Minister for Defence, Senator the Hon Sandy Macdonald, announced on 30 May 2006 that Praeco Pty Ltd had been selected as the preferred tenderer to construct and operate the new headquarters facility.
The Parliamentary Secretary for Defence Support, the Hon. Dr Mike Kelly AM MP, announced on 11 July 2008 that the new Headquarters Joint Operations Command facility at Bungendore, NSW, had been delivered to Defence by Praeco Pty Ltd on time and budget on 9 July 2008.
