Headquarters Joint Operations Command Project - Command, Control, Communications, Computing & Intelligence Systems

The HQJOC facility will be equipped with a comprehensive range of command, control, communications, computing and intelligence (C4I) systems. HQJOC will be a new node for these existing networks and there will be little reuse of communications and information systems hardware that is located at existing facilities.

In December 2005, Defence contracted Codarra Advanced Systems to provide C4I Systems Project Management and Systems Engineering services. Codarra is providing the majority of the Defence Project Office functions for managing the design and delivery of the C4I Systems for the HQJOC.

Following an extensive evaluation process, Defence has selected ADI Limited (trading as Thales Australia) as the contractor to deliver the integrated suite of C4I systems for the new headquarters. The value of the contract will be up to $58.5 million.

ADI Limited will be responsible for the design, build and test of the C4I systems required to support the headquarters. Throughout 2007 ADI will be undertaking a detailed design process in relation to each of the C4I systems. A number of Defence and Commonwealth Agencies will also be finalising the design of systems for which they have responsibility.

The majority of the C4I systems will be built and tested off-site in the period leading up to the headquarters being completed in July 2008. The C4I systems will then be installed in time for Defence staff to commence stepping up in late 2008.
