RESEARCH

At the conclusion of ICESR07 in London it was decided co-ordinated research will be undertaken into:

  • The cost-benefits and effectiveness of employer incentives.
  • The capability that is generated through employer incentives.
  • The changes in employer attitudes and behaviour brought about by statements of support.

The results of this research will be presented at ICESR09.

RESEARCH PROJECT: EMPLOYER SUPPORT FOR RESERVES

Following on from the outcomes of the previous conference (ICESR07), Australia is coordinating research into Employer Support to Reserves and the capability such support brings to each nation. Each country attending ICESR09 is invited to participate in this research by completing this submission. Australia will analyse submissions from all countries and present generic (or aggregate) results and conclusions at the conference.

The 2007 conference participants agreed to this research focus

‘Conference participants will provide support to the next conference hosts, who will undertake co-ordinated research into:

  • the cost-benefits and effectiveness of employer incentives;
  • the capability that is generated through employer incentives; and
  • the changes in employer attitudes and behaviour brought about by ‘statements of support’.

GUIDE FOR COMPLETING THE FORM

The purpose of this Form is to gather and compare data on the Reserve Forces of participating nations. If practicable, data on the Reserve Force should cover each of the past three years (2006 to 2008 inclusive) so that any important trends can be identified.

The information and findings derived from comparative analysis of the data aims to enable participating nations to share ideas and lessons learned, and perhaps provide indicators whereby each nation might enhance its own Reserve Force.

The presentation in March 2009 proposes to provide comparative, aggregate data for groups of nations, however, it might prove to be valuable for specific nations to be highlighted as, perhaps ‘best practice’ in certain areas. In such instances, your approval to use data for a particular purpose will be sought and should you decline, it will not be used.

A number of questions refer to the Permanent Force. This means the full-time Defence Force. In Australia, for example, the Permanent Force may draw upon the part-time Reserve Force to provide full-time service for specific purposes and for limited duration, such as operations and deployments.

Where numbers are sought, only approximate numbers are required. Where the information sought is not available, please provide the response ‘Do Not Know’.

The Form is provided in Microsof Word format to enable participating nations to expand rows and columns as necessary.

Please complete the Form and return it to the point of contact below, as soon as you are able, but please, no later than 6 February 2009.
