Design Progression Task 1

Design Planning & Validate User Requirements

NOTE: For the purposes of this document the term ‘Project Manager’ will be used to mean “Project Manager/Contract Administrator (Head Contract) and ‘Project Manager” (Managing Contract).

Activity 1

Project Officer reviews Strategic Business Case (SBC) and Defence Estate Committee (DEC) outcomes.

DEC outcomes is the authoritative document that sets the project scope and budget.

- Possible site familiarisation visits

Outcome\Deliverable

- SBC and DEC outcomes reviewed

Activity 2

Project Officer identifies design/documentation personnel resources (both Defence and consultants/contractors) that will be required to support the design process.

  • Are the appropriate resources in place to undertake relevant design and documentation tasks
  • SBC Plan/Statement of Requirements

Considerations

- Possible site familiarisation visits

Outcome\Deliverable

- Design/documentation personnel resources identified (both Defence and consultants/contractors)

Activity 3

Project Officer contacts the Lead Environmental Officer (LEO) as dictated in the Environmental Impact Assessement Strategy (EIAS)

LEO is to be consulted when developing contractor requirements to ensure EIA and ESD and WOL - Smart Infrastructure requirements are clearly identified and communicated to contractor

Outcome\Deliverable

- Lead Environmental Officer contacted and requirements identified and communicated to contractor

Activity 4

Project Officer procures external design and documentation resources in accordance with the PDDP.

  • May procure a Project Manager and/or proceed directly to procuring a designer.
  • May retain existing SBC Consultant as Project Manager

The Project Officer may consider engagement of a consultant from the DEHP to assist in the Design Progression.

Considerations

- Not all procurement is undertaken at this stage – depending upon type of contract/acquisition strategy being used.

Outcome\Deliverable

  • Design and documentation resources procured
  • Value for Money has been demonstrated.

Activity 5 - Project Officer tasks Project Manager to validate and develop User Requirements Brief.

Outcome\Deliverable

- Project Manager engaged to validate and develop User Requirements Brief

Activity 6 - Project Officer/Manager plans for the startup workshop with stakeholders.

Outcome\Deliverable

- Workshop planned

Activity 7

Project Manager conducts a workshop with stakeholders, including an ESD and WOL section or workshop (Refer to ESD and WOL - Smart Infrastructure)

  • Review Environmental Risk Assessment against the current Environmental Impact Assessment Strategy EIAS.
  • Identify new risks that have emerged since SBC approval including environmental risks.
  • SBC will outline stakeholders to be consulted
  • If changes to users requirements are significant, then may need to refer back to DEC for guidance on project scope/budget
  • Consult with DEEP to validate technical aspects of proposed changes to User Requirement
  • Possible site familiarisation visits for CFI Project Officer and/or Project Manager and DEEP representative
