CFI Construction - Development Phase

A. Project Planning

Project Planning - the first step of Planning in the CFI Development and Delivery Framework (Traditional Delivery). The Estate Investment Proposal (EIP) developed by Estate Planning progresses to Capital Facilities Infrastructure (CFI) Branch for further planning and development of the Defence Infrastructure requirement. Key activities include developing a Project Development and Delivery Plan (PDDP) that outlines the proposed contracting methodologies and risks associated with the development and delivery of the project, an Evaluation Plan for all procurement requirements in the project, and obtaining Financial Approvals via a Proposal and Procurement Approval Financial Submission for the Development Phase of the project. The key documents are subject to Executive Review and Approval requirements.

Process Tasks

Task 2a - Assess Estate Investment Proposal (EIP) outcomes (Project Risk Assessment)

Task 2b - Assess project requirements & contracting strategies (Project Risk Assessment)

Assess Project Requirements and Contracting Strategies and determine timeline for development/delivery as appropriate (include time required to complete Government Approval and PWC Clearance or PWC Notification requirements)

Task 2c - Assess ICT & Audio Visual requirements and consult the CIOG/CFI Liaison Cell (Project Risk Assessment)

  • Assess Passive ICT & AV requirements for the project.
  • Assess Active ICT & AV requirements for the project.
  • Assess specific security risks and requirements applicable to the Project.
  • Consult with the CIOG/CFI Liaison Cell

The CIOG/CFI Liaison Cell will then recommend whether the following steps need to be taken and work closely to guide you through the process:

Note: The CIOG/CFI Liaison Cell still need to be notified where no Active ICT or AV requirements have been identified for a project.

Task 2d - Assess simulation requirements (Project Risk Assessment)

Using the Defence Simulation Manual assess specific simulation needs including Facilities Infrastructure and ICT Infrastructure considerations as part of your overall project assessment.

Note: Policy owners at Simulation Branch, Joint Capability Coordination Division can provide any additional advice.

Task 2f - Liaise with Region EMOS Managers (Project Risk Assessment)

Liaise with Regional EMOS managers to estimate the costs, if applicable and develop a strategy for early EMOS engagement in CFI Project. (Involvement is likely to include participation in design reviews, O&MM reviews and Project DLP requirements.)

Task 2h - Project Risk Assessment - Conduct WHS Risk Assessment (Project Risk Assessment)

Conduct initial WHS Risk Assessment using the appropriate WHS Hazard / Risk & Action Log

Task 4 - Develop a PDDP

Produce Project Development and Delivery Plan (PDDP) incorporating Evaluation Protocol

Task 6 - Develop PGPA Section 23 (3) Commitment Approval Minute

In accordance with PDDP, produce PGPA S23 (3) Commitment Approval covering all Procurements required in the Planning Phase

Task 7 - Approvals

In accordance with PDDP, obtain PGPA S23 (3) Commitment Approval covering all Procurements required in the Planning Phase

Task 8 - DEMS/IBIS

Create 'P' Project Shell and 'P' Budget in DEMSID/IBIS and ROMAN (Guide to Project Financial Management)
