CFI Construction - Development Phase

D. Engaging Designers or Managing Contractor

Once the PM/CA is engaged, it is necessary to follow the processes outlined for either engaging a Designer for the Head Contractor Strategy or a Managing Contractor for the Managing Contractor Strategy. The PM/CA is required to either develop a Brief and the DSC-1 2003 or MCC-1 2003 tender documents to enable engagement of a Designer or Managing Contractor, as appropriate. The PD is to review the documents prepared by the PM/CA. Once the ITR/RFT has been advertised, it is the role of the PM/CA to be the point of contact for the ITR/RFT. If engaged, the Probity Adviser can provide advice to the Commonwealth in responding to any clarifications raised or any other issues that arise during the tender and evaluation process. In the absence of a Probity Adviser, DCC should be contacted.

Ensure that all Executive Review and Approval (ERA) requirements of documents as outlined in the CFI Development and Delivery Framework have been met. For ERA thresholds and delegations refer to Approvals page. Include any and all relevant government, legislative and policy requirements, e.g. National Code of Practice, Occupation Health and Safety, Energy Efficiency in Design and Green Building Requirements.

Process Tasks

Task 2 - Brief

  • For HC Construct Only Strategy: PM/CA to develop Brief for the engagement of DSC.
  • Develop Lessons Learn Register

OR

  • For Managing Contractor Strategy: PM/CA to develop Brief for engagement of MCC.
  • Develop Lessons Learn Register

Task 3 - Brief

Finalise Brief incorporating DEC outcomes.

Task 4 - Brief

Confirm that all Stakeholder and Sponsor requirements are adequately reflected in Brief. This may include updating Base drawings or other specific Base/Site requirements.

PD to review Registration/Tender documents prepared by PM/CA. Legal Review, if required.

Task 7 - Tender Process

Invitation to Register Interest (if two-stage process has been approved) and/or Request for Tender.

Task 9 - Negotiations

Conduct contract negotiations with preferred tenderer, in accordance with approved Negotiation Plan.

Task 10 - Approvals

Produce Contract Approval Financial submission in accordance with approved TEBR and contract negotiation outcomes.

Task 11 - Approvals

Appropriate financial delegate to provide Contract Approval.

Task 12 - Purchase Order

Raise PO in DEMSID. IDFS will process in ROMAN and load funds against contract. (CFI Guide)

Task 13 - Contract

  • Exercise Contract Signatory delegation to execute Design Services Contract (DSC).
  • Project WHS Risks and Hazards reviewed. Consult Cooperate Coordinate (CCC) Checklist and Plan completed. Consultants WHS Plan finalised.

  • Exercise Contract Signatory delegation to execute Managing Contractor Contract (MCC)
  • Project WHS Risks and Hazards reviewed. Consult Cooperate Coordinate (CCC) Checklist and Plan completed. Consultants WHS Plan finalised.
