Develop - Engage Planning Consultants

Engaging a PM/CA and Other Contractors is key to the successful development of a project. In addition to engaging a PM/CA, a Probity Adviser, a Legal Adviser, an Environment and/or Heritage Consultant may also be outlined in the PDDP. Ideally, PM/CA's should be requested to provide a fixed fee for Pre-Planning Phase and provide indicative fees for the Planning Phase and Delivery Phase in the Request for Proposal. This phased engagement approach provides the Project with greater flexibility around possible procurement strategy changes. All tender processes for engaging Contractors must be done in accordance with the approved Evaluation Plan with any changes to the Evaluation Plan, approved prior to tenders/proposals closing.

Trigger - PDDP, Approval Development Funding, First Pass Approval

Activity - If required conduct DIP Tender Process for Probity Advisor

Risk & Compliance elements Finance / Procurement Element Finance / Procurement

If approved in the PDDP and if Project value greater than $6m (incl) GST, CFI Project Officer engages Probity Adviser using the Defence Infrastructure Panel (DIP) noting the Policy on Using Probity Advisers.
