Activity - Undertake Tests and Inspections as per Contract

Activity - Inspect and Assess Works Stage

  • PMCA
    • No later than 14 days after receiving Second Notice, PMCA is to inspect the Works or the Stage to confirm:
      • whether or not the Works or the stage is, complete except for minor Defects:
        • which do not prevent the Works or the Stage from being reasonably capable of being used for the intended purpose of the Works or Stage, and
        • which can be corrected without prejudicing the convenient use of the Works or the Stage.
    • whether or not those tests which are required by the Contract were carried out and passed before the Works or Stage reach Completion?
    • whether or not all documents and other information referred to in the Contract, including all Approvals, which are required for the use, operation and maintenance of the Works or Stage have been supplied to the Contract Administrator AND the Contract Administrator has verified as sufficient through the estate development operation, maintenance and EMOS Project Support stakeholders.
    • without limiting the previous dot point, the Contractor has done everything which the Contractor requires it to do as a condition precedent to Completion, including those things described in Annexure 1 and in the the Contract Particulars.

Activity - Smart Infrastructure Reporting

  • CFI Project Officer or PMCA
    • Project Officer or PMCA (Project Officer to retain a copy) submits the following to DEEERMS via Smart.Infrastructure@defence.gov.au:
      • “As-Constructed” Metering Strategy including drawings (or agreed equivalent) showing the relationship between meters referenced in the Metering Strategy.
      • Achieved percentage of construction waste recycled and reused compared to the pre-construction target (this can be a section in the final monthly report, or similar, that was submitted by the Construction Contractor).

The “As-Constructed” Metering Strategy is submitted so Defence can compare the resource intensity performance targets predicted during design against actual loading at the end of construction. This actual loading will be compared to the ongoing performance of the building during operation allowing Defence to track performance against a baseline. Further explanation is provided here.

Activity - Works or Stage Completed in Accordance with Contract

    • Regional representative confirm works or stage completed

Activity - Issue Completion Correspondence

    • If Yes to all, PMCA to issue Completion (including Asset Rollout) Correspondence referring to date of Completion and list any minor Defects requiring rectification.

    • Project Officer records date, completion and links any relevant documentation

    • Regional Staff and EMOS Contractor prepare for Operation and Maintenance from operation and maintenance information provided above
    • Amend contracts as required and access NPOC

Activity - Manage Asset Rollout

  • DLP Commencement for Works or Stage - Release First Approved Security for the Works or for each and every Stage, as required by the Contract (nominally within 14 days of Completion) DCC advice to be sought.
