Heritage Management

What is the Defence Heritage Management section?
The Defence Heritage Management section in the Corporate Services and Infrastructure Group assists with the strategic management of Defence's heritage places. The section develops policies and heritage management tools and resources, and helps Defence to meet its obligations under the new Commonwealth heritage legislative regime.

Our vision…
Defence will be a leader in the management of its properties with heritage values. Defence will seek to provide a sound balance between capability and the conservation of heritage values.

What is defence heritage?
Defence is responsible for an important legacy that has been built up through its history: a legacy of land, places, buildings, memories and stories. Together these make up a rich and valued heritage.

Australia's development and that of the Defence Forces are intrinsically linked and Defence is the steward of the nation's largest land and property portfolio. Defence property includes places with natural and biodiversity values, places important to Indigenous people, places significant for their Defence history and places that are important to Australia's history and cultural life. Many places have multiple values. Defence maintains a Heritage Register of all the places it owns or controls that are listed on the Register of the National Estate (RNE) and the Commonwealth Heritage List (CHL).

Defence Heritage Report NOW AVAILABLE!

Another requirement of the EPBC Act is that all Commonwealth Agencies regularly produce a report on their achievements in the area of heritage management. Defence has set a high standard with its first report, which provides a comprehensive review of Defence heritage achievements including informative case studies on some fascinating recent projects. It also showcases some of Defence's most beautiful sites. The Defence Heritage report is available now, for your copy email rick.zentelis@defence.gov.au Click to see the pdf cover

NEW! The Commonwealth Heritage List - the first 336 places on the new Commonwealth Heritage List were announced on the 14 July 2004 (http://www.deh.gov.au/minister/env/2004/mr14jul204.html). This was the largest ever group listing of heritage places in Australia. The majority of the places on the list are owned or controlled by Defence, and this listing means that these places must be managed in order to conserve their heritage values.

The Defence Heritage Management Toolkit is currently being radically overhauled to bring it into line with new commonwealth legislation and to make it even more user friendly!   It is a tailored manual that provides guidance and procedures for planning, management and disposal of the Defence Estate. Essential reading for environmental officers, Defence contractors and all defence personnel involved in the management of the Defence estate. The new toolkit will be available soon, until then you may still access the existing Defence Heritage Management Toolkit

The Defence Opening the Doors program continues to expand. Opening the Doors is a DHM developed corporate strategy to create forms of positive publicity. This includes, support of museums and interpretive centres, events, open days, brochures and posters.

The Opening the Doors Policy can help you find ways of positively publicising the ‘good news' stories of Defence. This provides a source of interest, pride and loyalty amongst Defence personnel, and provides a ‘peak over the fence' for the broader community.

NEW! Book about Adaptive Re-use http://www.deh.gov.au/heritage/publications/adaptive/index.html of heritage buildings published by the Department of Environment and Heritage for the Year of the Built Environment. The book features a number of Defence examples including the former Gona Barracks site, now used by the Queensland University of Technology, the former Submarine Mining Depot at Chowder Bay, Sydney, and the Garden Island warehouse, now converted as the Main Dockyard Office.

Management Plans for CHL places

Heritage management plans (MPs) are currently underway for Defence properties with heritage values, and many more are to be prepared in the future. These forward looking plans will provide practical and specific recommendations and standards for managing heritage values. MPs are being developed in consultation with stakeholders through workshops and direct participation in the development of recommendations and requirements. They will be in plain English so that they can be incorporated into the day-today management of the Defence Estate and the associated planning and budgetary processes.

Defence is working towards having heritage management plans in place for all its properties entered on the Commonwealth Heritage List by 2010. We also aim for these documents to be reviewed on a regular basis to ensure their currency and usefulness.
