Overview

 

Chapters 12 to 17 of the ADF Pay and Conditions Manual set out overseas conditions of service.

They apply to both ADF members and APS employees performing duty overseas.

The overseas conditions are authorised by Defence determinations, civilian agreements and related guidelines.

How to read the determinations for ADF and APS

 

Most conditions in Chapters 12 to 17 are written to apply to the ADF, but are the same for the ADF and APS.

 

The words used by ADF and APS workforces are different.

 

To apply the conditions in this Volume, you will need to read some words that apply to the ADF with a substitute word that will apply the condition for the APS. For example, the word member should be read as employee where necessary.

Differences between ADF and APS conditions

 

All differences between ADF and APS overseas conditions are clearly marked. The significant differences are in the following areas, where the ADF conditions are modified or added to by the APS conditions.

No APS entitlement to special short-term duty conditions for members on Defence Cooperation Program or approved overseas activities.

Chapter 13 Part 4

Special APS definition of disposable income for OLA.

Clause 15.2.7A

APS rent groups for rent and utilities contribution based on salary level rather than rank.

Chapter 15 Part 4 Division 3 clause 15.4.16A, Annex 15.4.AA

Entitlement to representation supplement for eligible APS employees during long-term postings.

Chapter 15 Part 4 Division 6 clause 15.4.29

Inclusion of APS employees as persons eligible for assistance with excess health costs on long-term postings.

Chapter 15 Part 5 Division 1

No APS entitlement to conditions for warlike or non-warlike deployments (Chapter 17 Parts 1 to 9 inclusive). Only the conditions for operational support duty apply.

The definitions in Chapter 1 of the ADF Pay and Conditions Manual also apply in this Volume, unless the text shows a contrary intention.
