Division 14: Submarine escape allowance

Purpose

G4.75

Submarine escape allowance is paid to an instructor or trainee performing submarine escape duties, or training at a submarine escape training facility or a submarine in open water.

Commencement

1.

This Determination is to be taken to have commenced on 9 December 1999.

Definitions

2.

In this Determination:

 

“qualified instructor” means a member who holds the qualification required to be a qualified submarine escape training instructor and who renders service as an instructor or assistant instructor at a training facility;

 

“training facility”, means the Submarine Escape Training Facility at HMAS STIRLING or a similar facility constructed by another country for the purpose of conducting submarine escape training.

Submarine Escape Allowance

3.1

A member rendering service at a training facility is entitled to Submarine Escape Allowance at the rate of:

 

(a)

for a qualified instructor - $8,087 a year;

 

(b)

for a member who is posted to the training facility and is undertaking training to become a qualified instructor - $5,391 a year; and

 

(c)

for a member (other than a member who is posted to a seagoing submarine) who is attending a course in submarine escape procedures and is required to make an underwater ascent at the training facility - $32.33 a day.

3.2

A member who makes an underwater ascent in the open sea is entitled to Submarine Escape Allowance at the rate of:

 

(a)

for ascents made from a depth of 90 metres or less - $147.06 for each ascent;

 

(b)

for ascents made from a depth greater than 90 metres - $294.10 for each ascent.

3.3

A member to whom paragraph 3.1 (b) applies is not entitled to more than the rate specified for the full period of training.

Allowance not payable

4.1

A member is not entitled to submarine escape allowance while the member is entitled to:

 

(a)

diving allowance;

 

(b)

flight duties allowance; or

 

(c)

flying allowance.

4.2

Determination No. 4 of 2008, Allowance for Specialist Operations (Column 5 of Schedules 1 and 2) and Determination No. 5 of 2008, Special Forces Disability Allowance (Column 6 of Schedule 1), prescribe whether a member receiving either of those allowances may also be paid Submarine Escape Allowance.

4.3

In addition, a member rendering service at a training facility is not entitled to Submarine Escape Allowance under subclause 3.1 while the member is entitled to submarine service allowance at a rate payable to a member who is posted to a seagoing submarine.

Calculation of fortnightly and daily amounts

5.1

The rate of Submarine Escape Allowance payable to a member on a fortnightly basis is to be calculated as follows:

5.2

The daily rate of Submarine Escape Allowance payable to a member is to be calculated as one fourteenth part of the fortnightly rate.
