15.4.12   Purpose

 

The purpose of this Division is to help a member on a long-term posting with the cost of utilities.

This Division does not apply to a member who is not required to pay a rent and utilities contribution.

15.4.14   Definition – utilities

1.

Utilities means all these services.

 

a.

Water.

 

b.

Gas and electricity.

 

c.

Other fuel for ordinary household purposes.

 

d.

Garbage.

 

e.

Sewerage.

Paragraph 1.a includes special arrangements for provision of drinking water. This is when the CDF has decided the water at the member’s residence is not fit for consumption. The CDF must consider both these criteria.

 

a.

The standards for Australian drinking water quality, established by the National Health and Medical Research Council.

 

b.

The quality of the water ordinarily available at the member’s residence.

 

Persons who can make the decision under subclause 15.4.14.2 on behalf of the Secretary/CDF:

A person not below WO2/APS 5 who is authorised to manage Defence personnel administration at the overseas post

Senior ADF Representative at the overseas post

A person working in the Personnel Administration Centre in Southern Victoria who is:

-       Overseas Administration Team Leader

-       Personnel Administration Manager Specialist

-       Civilian and Overseas Personnel Administration Centre Manager

-       Director Personnel Administration Centre

15.4.15   Entitlement

1.

If a member on long-term posting pays for these utilities, the member is entitled to be reimbursed the cost.

2.

If the member fails to exercise care and economy, the member must pay an amount that the CDF considers reasonable for additional utilities costs. The CDF must consider all these criteria.

 

a.

The makeup of the member's family.

 

b.

The condition and nature of the residence occupied by the member.

 

c.

The climatic conditions at the posting location.

 

d.

The level of use of utilities by the member.

 

e.

Any special circumstance affecting the member that may cause a high level of use of utilities.

3.

A member is not entitled to be reimbursed for swimming pool heating.
