Trainee pay review

Background

In January 2007, the CDF advised the Defence Force Remuneration Tribunal (DFRT) that the ADF would bring forward a comprehensive submission covering trainee pay. This advice was provided in the context that some ADF trainees undertaking long term Initial Employment Training (IET) remain on a single trainee salary point for periods up to two years during which they are not eligible for Service Allowance.

Trainee Progress

The DFRT approved the ADF submission, with effect from 8 January 2009.

• Private pay grade 3 in the Permanent Graded Other Ranks Pay Structure (GORPS) will remain the anchor point for the discount rate for Other Ranks entry recruits and IET.
• Member undergoing IET discount rates will be set at:

• Recruits ‑ 70%,
• IET 0-6 months ‑ 80%,
• IET 6-12 months ‑ 85%,
• IET 12 months + ‑ 90%.

• Second Lieutenant pay grade 2, increment 0 in the Permanent Graded Officers Pay Structure (GOPS) will serve as the new anchor point for the discount rate for officer trainees.
• Officers (based on attendance at ADFA) will be set at:

• Matriculation or equivalent studies ‑ 45%,
• First year ‑ 55%,
• Second year ‑ 65%,
• Third year ‑ 75%,
• Fourth year ‑ 85%.

• Officers participating in the Undergraduate Entry Scheme will be set at:

• 4 years to graduation ‑ 55%,
• 3 years to graduation ‑ 65%,
• 2 years to graduation ‑ 75%,
• Final year ‑ 85%.

• Members participating in the Officer Tertiary Recruitment Scheme will be set at:

• 6 years to graduation ‑ 45%,
• 5 years to graduation ‑ 45%,
• 4 years to graduation ‑ 55%,
• 3 years to graduation ‑ 65%,
• 2 years to graduation ‑ 75%,
• Final year ‑ 85%.

• Members undertaking officer training (not a degree course at Single Service Officer training institutions) will be set at:

• First 6 months ‑ 75%
• Final 12 months ‑ 85%

• Air Force or Army members, with or without a degree, the rates will be similarly adjusted.

• Navy members, the rate will be set at:
• without a degree:
• First year ‑ 75%,
• Second year ‑ 85%.
• with a degree ‑ 85%.

• New Trainee Allowance of $8,000 per annum paid from the date of enlistment until completion of training for members in the prescribed Training Capacities:

• Normal Entry Recruit,
• IET,
• Member undertaking a Degree Course in conjunction with Officer Training (ADFA),
• Member undertaking Officer Training and not undertaking a Degree Course (single Service Officer training institutions).
