2010 Senior Officer Graded Structure

Background

In 2008, the Defence Force Remuneration Tribunal (DFRT) introduced a fully flexible remuneration structure for Star Ranked officers.  This structure allowed individual placement of Star Ranked members within defined bands of pay.  This placement is based on an officer's individual value in terms of their personal attributed including their potential for advancement, versatility of employment and utility to the Australian Defence Force (ADF).

Outcome

On 16 December 2010, the DFRT agreed to introduce a new Senior Officer Graded Structure (SOGS) for Star Ranks from 17 March 2011.  SOGS has the following features:

 

  • O7 has three pay grades with placement informed by the members O6 GOPS placement.
    • Pay grade 1 – for those members placed in GOPS pay grades 1 to 7.
    • Pay grade 2 – for those members placed in GOPS pay grades 8 and 9.
    • Pay grade 3   for those members placed in GOPS pay grade 10.
  • O8 has a single pay grade.
  • All O7 and O8 pay grades have an on-promotion rate and an increment rate.
  • No lateral pay grade movement allowed, eg. a member will remain in an allocated pay grade until promoted.

Specialist Officers

On 17 March 2011, Star Rank Medical Officer's will be remunerated on a Senior Officer Specialist – Medical Officer Structure.  Legal and Dental Officers will continue to be remunerated via Individual Determination until the Specialist Officer Career Structure is reviewed in 2012.

Implementation

For Permanent members, implementation is expected for payday 31 March 2011. For Reserve members, implementation took effect on payday 25 March 2011.

Annual Review

The Directorate of Military Salaries and Allowances – Policy (DMSA-P) in consultation with the Services, are currently preparing for a DFRT hearing on 6 December 2011.
