Aircrew

Background

The ADF has been engaged in a review, know as the Aircrew Sustainability Project (ASP) that undertook to examine all aspects of the aircrew workforce in order to determine the best way to ensure its ongoing sustainability.  Remuneration reform was just one of many initiatives proposed by the review.  The Directorate of Military Salaries and Allowances – Policy (DMSA-P) in consultation with the Services, was involved in the preparation of remuneration submissions to the Defence Force Remuneration Tribunal (DFRT) in regards to both Officer and Other Ranks Aircrew.

Other Rank Progress

The DFRT approved the ADF Other Rank Aircrew submission, with effect from 4 September 2008.  This is consistent with placement of all other ranks in the broader Graded Other Ranks Pay Structure (GORPS) matter.

 

The Other Rank Aircrew decision introduces a new competency based criteria which will govern the placement of future aircrew in the new salary structure (GORPS).  These criteria have been informed by competency milestones in an Aircrew member’s career, rewarding this member’s contribution to ADF capability.  The competency based criteria create appropriate pay relationships across each aircrew category and each individual service.

 

Existing aircrew members will not be disadvantaged as a result of the introduction of the new competency based schemes.  All members who have been selected for aircrew training on or before 19 November 2008, will be entitled to exercise an election to transfer to the new competency based system, or alternatively remain in the existing time based system for pay advancement.

 

Placements are for the following categories:

Navy

  • Aircrewmen
  • HSOs qualified as, and attached to, the Laser Airborne Depth Sounder (LADS) Flight

Army

  • Aircrewmen
  • RAEME Aircrewman Technicians

Air Force

  • Airborne Electronics Analysts
  • Flight Engineers
  • Loadmasters
  • Crew Attendants

Implementation

Other Ranks Aircrew changes were implemented as part of the broader GORPS implementation.

Officer Progress

The Officer Aviation Remuneration Structure (OARS) was approved by the DFRT after a number of submissions were heard during the period May to August 2009. The following categories were placed within the OARS, with effect from 1 October 2009:

Navy

  • Pilots
  • Observer

Army

  • Pilots

Air Force

  • Pilots
  • Air Combat Officer
  • Air Traffic Controller

Key Features of the OARS:

  • A competency based Graded Officer Pay Structure (GOPS) placement profile for ADF aviation career members;
  • A Specialist Aviations Spine to accommodate members in an alternate career management system recognising specialist aviators in ADF flying positions;
  • A Legacy System to provide protection for those who might otherwise suffer determent to their superannuable salary with the introduction of the new GOPS competency/management triggers; and
  • A Capability Allowance designed to react proactively and responsively according to ADF capability demands and the dynamics of the external markets.

Implementation

Great care has been taken to ensure that each affected member has been placed correctly in the new structure.  No member will be financially disadvantaged as a result of the OARS implementation.

 

The GOPS and Legacy component of the OARS are expected to be implemented on PMKeyS and ADFPAY on 1 October 2009.

 

A phased implementation of the Specialist Aviation Stream is expected to begin in the first quarter of 2010.
