Officer placement in the graded pay structure

Background

After the Graded Officer Pay Structure (GOPS) was introduced in October 2006, the ADF prepared a submission to the Defence Force Remuneration Tribunal (DFRT) on the placement of all officer (O-1 to O-6) employment categories within this new structure.  Placement in the GOPS would be dependant on the relative contribution to ADF capability of each officer category.

 

Hearings before the DFRT were preceded by Service-specific focus groups and briefings between May and July 2007. The ADF proposal and evidence was then presented to the DFRT at 4 hearings between May and August 2007.

Outcomes

Placement within the GOPS occurred for all officer employment categories effective from 9 August 2007.  This included final placement of ADF Engineers and Air Traffic Controllers.

Management

Management principles for the transition of officers to the GOPS will be covered by a CDF Directive.  This Directive will later on be replaced by a DI(G) incorporating the management principles to cover the ongoing administration of officer salary placement in the GOPS.

 

Management principles are necessary to ensure that the ADF conforms to the DFRT Salary Determination on pay grade placement, and to ensure consistent management of the structure and interpretation of the Service employment category taxonomies that underpin placement in the GOPS.
