Remuneration Reform Project
History
The aim of the Remuneration
Reform Project is reforming ADF pay to make it more flexible and contemporary.
A key component is the rolling in of the Qualification and Skill (Q&S)
elements of Flying, Submarine Service, Specialist Operations and Special Action
Forces Allowances to salary.
The Nunn Review recommended,
and the Government accepted, that Q&S payments be
rolled in to salary as they are paid continuously in recognition of Q&S
held and used through out a member’s career. In contrast, disability payments
are periodic, only being paid when on duty incurring the disability.
The RRP has progressed
through four distinct phases to achieve pay reform, they are:
- Phase
1 Quantify the Attraction and Retention, Qualification and Skill and
Disability components of the major environmental allowances, Flying,
Submarine Service, Specialist Operations and Special Action Forces
Allowances.
- Phase
2 Make the Qualification and Skill elements of the major environmental
allowances superannuable.
- Phase
3 Develop graded pay structures for Officers and WO1(E)
to incorporate the qualifications and skill elements of Flying, Submarine
Service, Special Action Forces and Specialist Operations Allowances into
salary.
- Phase 4
- Stage
1 - Restructure Other Ranks’ pay by rolling into salary the
qualification and skill elements of allowances in a manner similar to the
officers.
- Stage
2 – Graded Other Ranks Pay Structure (GORPS) – Replace the 16 grade
pay structure with one that is simpler, more flexible and that provides
greater reward and skill progression.
