Chapter 13      Short-term duty overseas

 

Provision

Clause 13.2.1, exception 2

Approve a higher class of travel for a class of members on an overseas study tour.

A person not below MAJGEN(E)/SES Band 2 who is a Group Head.

Clause 13.2.5

Decide that there are special reasons for a member to be provided with first class air travel.

Recall a member to undertake short-term duty in an overseas country.

A person not below MAJGEN(E)/SES Band 2 who is a Group Head.

Subclause 13.3.11.1

Approve the use of the travel card for additional travel costs while on short-term duty.

A person in one of the following positions or levels, who holds a Financial Delegations Manual (FINMAN 2) F2-2 (Proposal Approval) delegation:

Director/Commanding Officer, not below MAJ(E)/APS 6 in the member’s direct chain of command or supervision.

A person not below MAJ(E)/APS 6 who is authorised to manage Defence personnel administration at the overseas post.

Subclause 13.3.16.1, table item 2

Decide a reasonable amount for meals for a member living in during short-term duty.

A person in the following position, who holds a Financial Delegations Manual (FINMAN 2) F2-2 (Proposal Approval) delegation:

Subclause 13.3.18.5

Decide that a member does not need to repay an amount spent on the travel card, if the member is unable to recover the cost of any items purchased on it for a planned trip overseas on short-term duty, which did not occur.

A person in one of the following positions or levels, who holds a Financial Delegations Manual (FINMAN 2) F2-2 (Proposal Approval) delegation:

Director/Commanding Officer, not below MAJ(E)/APS 6 in the member’s direct chain of command or supervision.

A person not below MAJ(E)/APS 6 who is authorised to manage Defence personnel administration at the overseas post.

Subclause 13.3.19.2

Decide that a member may use the travel card to purchase additional equipment when the maximum entitlement is insufficient.

Decide that specific conditions are met, for the purposes of purchasing additional equipment.

Paragraph 13.4.1.1.b

Approve an overseas program or project to be similar to a Defence Cooperation Program or Project, for entitlement to special conditions for short-term duty.

Paragraph 13.4.3.2.a

Approve reimbursement of reasonable costs incurred by a member to obtain food, and drinks, excluding alcohol, not above the rate for meals, when the member is on a Defence Cooperation Program or similar project, is not in a hotel or similar accommodation, and is not provided with food.

Subclause 13.4.4.1

Determine that the food provided to a member on a Defence Cooperation Program or similar project is insufficient to satisfy ordinary dietary needs.

Subclause 13.4.6.1

Authorise an amount to help a member with travel costs associated with participation in an officially approved overseas activity.

A person not below MAJGEN(E)/SES Band 2 who is a Group Head.
